Project: Replace Three Boilers, Building 112
Project Number: 695-15-116
Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI


The Clement J. Zablocki VA Medical Center has a requirement for demolition, site preparation, removal and new construction for the replacement of three existing 30,000-pound Boilers with three new 50,000-pound water tube steam boilers with economizers and associated support equipment. Additionally, work includes installation of new deaerator (DA) tank and pumps, condensate tank and pumps, and new reverse osmosis system. Architectural work includes limited mezzanine structural modifications, installation of new overhead door, and construction of a new electrical equipment room.

Estimated Period of Performance: Project duration is estimated at 630 calendar days from issuance of Notice to Proceed (NTP). This is divided into five phases:
Phases 1 & 2: Pre-Construction & Submittal Period, estimated as NTP + 45 calendar days
Phase 3: Boiler Procurement & Staging Period, estimated as NTP + 366 calendar days;
Phase 4: Construction Period, duration 168 calendar days, NTP + 578 calendar days;
Phase 5: Construction Close-out Period, estimated at NTP + 630 calendar days.

The project magnitude range is between $5,000,000 and $10,000,000.
The North American Industry Classification Code (NAICS) for this procurement is 238220 (Plumbing, Heating, and Air Conditioning Contractors); size standard $15.0 Million applies.
The solicitation, including specifications and drawings, will be posted to FedBizOpps (https://www.fbo.gov/) on or about February 12, 2018 with the bid opening on or about March 14, 2018. A pre-bid conference/site walk-through has been tentatively scheduled for Tuesday, February 20, 2018 at 8:00 AM CT. Steel-toe shoes and safety glasses are required to walk through the boiler plant. Additional details of the pre-bid conference will be announced in the solicitation. All prospective bidders are strongly encouraged to attend.
Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of bid, the bidder must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database.
