Synopsis The Department of the Navy, Space and Naval Warfare Systems Center Pacific, hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed- Price (FFP) contract on a noncompetitive basis with IDC Research, Inc. The scope of this requirement is to provide research and advisory services on information technology (IT) sourcing, acquisition, and vendor management for the Department of Defense Enterprise Software Initiative. The work performed will consist of the contractor providing web access to IT research documents, unlimited document reviews, unlimited 30-minute analyst inquiry calls, license to share research documents with unlicensed personnel, and access to a research help desk. These services will provide opportunities to leverage extensive professional research document libraries and IT sourcing best practices and incorporate this knowledge into the DOD ESI process. Use of these services will result in increased accuracy of market research and improve quality of Blanket Purchase Agreements.
Requested Attributes: 1. Provide a performance Matrix which analyzes and compares multiple vendors' products and services within specific IT arenas. 2. Provide analysis of a vendor's financial data related to their business with the defense industry. 3. Maintain an employee base with former and/or current government personnel with expert knowledge of DoD policies and procedures. 4. Provide unlimited Data Calls through documentation and/or analysts. 5. Must possess appropriate government security clearance (minimum secret clearance). 6. In depth knowledge of global IT trends. 7. Provide Market Research based on emerging technology using cloud, mobile telecommunication, and social media. 8. Must possess tools and analytics for enhancing DoD IT organizations. 9. Must possess capabilities for DoD organizations to accurately select optimal vendor products and services. 10. Provide analysis of high performance computing in relation to big data. 11. Provide unlimited 24-hour access to a fully searchable research library containing written and audio reports. 12. Provide access to at least 15 webinars annually as an additional research tool. 13. Perform document and contract reviews. 14. Need to provide an on-site vendor market research representative within 24-hours of request.
Based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 6.302-1. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing these services may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis within 15 calendar days of publication, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of products and services provided.
