The Marine Corps Tactical Systems Support Activity (MCTSSA) provides test, evaluation, and technical support services to Marine Corps Systems Command (MCSC) for the Systems Interoperability Architectures and Technology (SIAT) Directorate. SIAT's mission is to ensure delivery and sustainment of an integrated Enterprise Command, Control, Communications, and Computers Intelligence Surveillance Reconnaissance (C4ISR) capability to the operating forces and supporting establishments. MCTSSA is responsible for integration testing, interoperability assessment and overall evaluation of Command and Control (C2) Systems/Program's of Record (PORs) as they evolve through the acquisitions lifecycle. These C2 Systems/PORs form the foundation of the Marine Corps net-centric operational focus and are vital to the Marine Corps' continued success.

The Government requirement is to provide professionally developed technical documents and reports derived from rough drafted technical test & evaluation events using Microsoft Office products. The documents and reports to be developed is listed below include but are not limited to:

• Documentation Support Services - The contractor shall be able to provide professionally developed documents and reports, and prepare, revise, edit, format, and maintain technical documents and test documents in support of MCTSSA C4I efforts. Documents may include but not limited to: test documents (plans, procedures, trouble reports, analysis' reports), technical document templates, standard operating procedures, style guides, U.S. Naval formatted documents, training material).

• Document Reviews - The contractor shall be able to review and analyze technical test & evaluation documentation for clarity; confirm that content is appropriate based on its intended use; review overall organization and adherence to the established formats and Government provided templates; and identify and correct errors in spelling, grammar, punctuation, style, paragraph indentation, capitalization, and acronym definition.

• Meeting Support - The contractor shall be able to participate in meetings such as Program Management Reviews (PMR), Working Groups (WGs), Configuration Control Boards (CCB), In-Progress Reviews (IPR), Technical Interchange Meetings, video teleconferences, voice teleconferences, and planning sessions as required.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary; and the Government assumes NO responsibility for any costs incurred; and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions.

If your organization has the potential capabilities to perform these contract services, please provide responses and SUBMIT the following:

(1) The contractor's experiences on complex and similar requirements as described above;
(2) A reference list of relevant DOD contracts within the past three years, to include contract number, dollar value, a brief description of services, and points of contact with phone number;
(3) Information related to the contractor's business size and socioeconomic status;
(4) GSA Federal Supply Schedule contract number or other Government contracts citing the applicable labor mixes that are authorized under the referenced contract; and
(5) A statement as to the capability of providing employees with the required (secret) security clearances.
