The Department of Central Management Services (CMS), Bureau of Property Management (BOPM) has responsibility for the procurement and administration of leased property. The purpose of this Request for Proposals (RFP) is to acquire professional services to work with the building owners' architects and contractors during design and construction phases of each lease. Each lease has specific requirements that must be incorporated into tenant space designs and tenant improvements to comply with terms of the lease. Traditionally, leasing representatives have worked with Using Agency Liaisons to represent the State in the design process and construction work that follows the execution of the lease. Professional service contracts will outsource the role of the leasing representative in this process to allow higher concentration on the development of lease transactions toward reducing the number of leases in holdover status.

The RFP will divide the State into four (4) distinct geographic regions. Each region will require a separate proposal. Proposing vendors shall have an office located within the geographical boundaries of the region(s) for which the Vendor is selected to perform work under this contract. CMS anticipates making multiple awards as a result of this RFP.

Mandatory vendor conferences will be held as follows:

January 12, 2007 10:00 a.m. Room 9-040, James R. Thompson Center, 100 W. Randolph, Chicago, IL 60601
January 17, 2007 2:00 p.m. Capital City Center, Lower Level, 130 W. Mason Street, Springfield, IL 62706

Attendance at one of the vendor conference(s) is mandatory. All vendors must have photo identification for security. Due to space limitations, no more than two (2) representatives from each vendor are allowed to attend. Vendors who have failed to attend the Vendor conference will be rejected.
