NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire qualified astronomers, physicists, engineers and computational scientists with knowledge and skills to assist with research projects and operations that cover the field of atomic and molecular physics, radio astronomy, aeronautical engineering, astrometry and photometry of celestial science, stellar astrophysics, optics, databases development, mathematics, astronomical software development and space weather at the United States Naval Observatory (USNO), in Washington, D.C.

The proposed procurement is being processed as a total small business set-aside. The NAICS code for this acquisition is 541712 with a size standard of 1000 employees.
This procurement is being conducted as a commercial item, using FAR Part 13.5 b Simplified Procedures for Certain Commercial Items (SAP-CI). It is anticipated that the solicitation for this requirement will be posted in May 2017. Interested parties are solely responsible for monitoring of the below mentioned website for postings of the solicitation and any amendments thereto.

It is anticipated the Navy will solicit a Firm-Fixed-Price (FFP) type, contract. The anticipated performance period is 01 September 2017 through 31 August 2018, with four, one-year option periods. Interested vendors will be required to submit a price quote and non-price (technical) quote. The evaluation for contract award will consider the non-price quote of the submission to be more important than price.

Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be in May 2017, to the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil).
Contractor must be registered in the System for Award Management (SAM) website (www.sam.gov) in order to be considered for award.

The solicitation posting date is tentative and subject to change.
