SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional engineering services for Project #16-030-8060, Commissioning Services for a New Building and Garage at the North Austin Complex Phase One, the site of the current John H. Winters Building grounds, 701 W. 51st Street, Austin, TX 78751.

CONTRACT TERM: It is the intention of TFC to award a contract for full prime engineering services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within ten (10) calendar days of delivery of a Notice to Proceed. The project associated with the services requested in this solicitation is anticipated to be sixty (60) months from the date the Contract is executed.

PROJECT DESCRIPTION:
Provide enhanced commissioning services during the pre-design phase, design phase, construction phase, and post-construction and warranty phases for Phase One of the North Austin Complex project as described herein below:
Building A - an approximately seven level office building @ 58,000 GSF per floor totaling 406,000 GSF;
Parking Garage A, a multi-level structure capable of accommodating 2,400 parking spaces;
An elevated pedestrian walkway connecting Building A to the HHSC complex site directly to the west across Lamar Blvd; and
A Central Utility Plant and associated infrastructure to serve the structures in Phase One, and designed and sized to allow for future expansion to serve all buildings, structures, and improvements to be constructed in future Phases 2 and 3, when authorized and funded by the Texas State Legislature.
Approximate cost of construction for the aforementioned list of projects is estimated to be one hundred thirty-six million dollars ($136,000,000).

SCOPE OF SERVICES:
The PSP will work closely with TFC and collaborate with A/E, CMR, and contractors during all phases of the Project, as described in Contract.
Provide enhanced commissioning services for pre-design, design, construction, post-construction, and warranty phases necessary and/or reasonably inferable from Attachment G, North Austin Complex Preliminary Master Plan Excerpts, Attachment H, Owner's Project Requirements, and Attachment D, A/E Service Contract Template.
Develop Pre-Design Acceptance Requirements for the Project in accordance with all applicable guidelines and standards.
Develop and update commissioning plan throughout project.
Develop and update commissioning specifications.
Provide design and submittal reviews, commissioning related documents to incorporate into the construction documents, installation verification, functional performance testing, and operations and maintenance (O&M) training to ensure the project requirements.
Provide input on the overall master schedule where commissioning related tasks are to be performed.
Develop procedures for an issues log to track all commissioning related issues, deficiencies, and resolutions.
Provide a final commissioning report.
The anticipated building systems to be commissioned include, but not limited to:
Building Automation/Energy Management Systems;
Building Envelope;
Life Safety and Security Systems;
Fire Suppression Systems;
Heating, Ventilation, Air Conditioning (HVAC) Systems;
Plumbing and Irrigation Systems;
Renewable Energy Systems (if any);
Emergency Power Systems;
Electrical Systems;
Data and Communications Systems;
Vertical Transport; and
Kitchen/Food Service Equipment.
Professional services shall be offered with the understanding of full compliance with non-discrimination requirements of the State of Texas by the PSP.
MANDATORY PRE-SUBMITTAL CONFERENCE: The mandatory pre-submittal conferences are scheduled for Friday, May 5, 2017 at 10:00 AM and Wednesday, May 10, 2017 at 2:00 PM. The pre-submittal conferences will be held at the Central Services Building located at 1711 San Jacinto Blvd., Austin TX 78701. Please check in with the 4th floor receptionist. Respondents must have an employee of their firm attend at least one (1) of the two (2) scheduled pre-submittal conferences. TFC shall reject submittals submitted by firms that did not attend one of the mandatory pre-submittal conferences.

For the pre-submittal conferences, there is metered parking (coins) on the street, or free parking is available on the top level of State Garage B, 1511 San Jacinto, Austin, TX. Print out the Parking Permit for Garage B attached to this RFQ to place on your dashboard.
