DESCRIPTION:

The NF/SG Veterans Healthcare System, Malcolm Randall VA Medical Center, 1601 SW Archer Road, Gainesville, FL 32608 intends to negotiate on a sole source basis (IAW FAR Part 6.302-3(a)(2)(ii). Professional services to begin 09/01/2019 through 08/30/2020 with four one-year option periods. The contract is for services as the Associate Coordinator, Brain Function Measurement Core, necessary to accomplish the goals of the Brain Rehabilitation Research Center (BRRC) and the Brain Function Measurement Core. The contractor will provide expertise to support structural neuroimaging, fMRI and diffusion-weighted imaging research projects of the BRRC and the Core. In addition, the contractor will provide administrative know-how to promote efficient operations of the Core, to serve on the Executive Committee for the BRRC, and to interact with the McKnight Brain Institute and other departments at the University of Florida.

COR is responsible for planning and development of the contract request. After the contract is awarded, the COR is responsible for the day-to-day liaison with the contractor on scientific or technical coordination or instructions, and the verification of services rendered by the contractor. The COR is also responsible for requesting any contract modifications to the CO.

BACKGROUND:

The main goal of the services is to provide high-end expert services to assist in study design and in the analysis of structural and functional neuroimaging data from patients and normal controls and assist in administrative tasks necessary for such projects. Keith White Consulting LLC will supply the professional services of Keith D. White, PhD, as follows: To provide expertise to support structural neuroimaging, fMRI and diffusion-weighted imaging research projects of the BRRC and the Brain Function Measurement Core In addition, to provide administrative know-how to promote efficient operations of the Core, to serve on the Executive Committee for the BRRC, and to interact with the McKnight Brain Institute and other departments at the University of Florida.

OBJECTIVE:

Expert services to assist in study design and in the analysis of structural and functional neuroimaging data from patients and normal controls, and assist in administrative tasks necessary for such projects, as an Associate Coordinator for the Brain Function Measurement Core of the BRRC.

DEFINITIONS:
BRRC: The Brain Rehabilitation Research Center (BRRC), funded by a Center of Excellence Grant from the Department of Veterans Affairs Rehabilitation Research & Development Service
Structural Neuroimaging: Images that show structures of the brain. For example, structural neuroimages may be used to determine what areas of the brain are intact or how areas of the brain are connected to one another.
fMRI: Functional Magnetic Resonance Imaging. fMRI is a type of functional neuroimaging using magnetic resonance imaging (MRI) scanners.

SCOPE OF WORK:

Keith White Consulting LLC agrees to provide the services listed in this scope of work to the BRRC and Brain Function Measurement Core, located at the Malcom Randall VA Medical Center in Gainesville, Florida. The services include:

Expertise to support structural neuroimaging, fMRI and diffusion-weighted imaging research projects of the BRRC and the Brain Function Measurement Core. In addition, to provide administrative know-how to promote efficient operations of the Core, to serve on the Executive Committee for the BRRC, and to interact with the McKnight Brain Institute and other departments at the University of Florida.

PERIOD OF PERFORMANCE:

The proposed contract period is for a one-year base period with four one-year option periods.

DATA/DELIVERABLES:

The following deliverables are to be provided by Keith White Consulting LLC or their subcontractors:

Services of Keith D. White, PhD, as the qualified staff to carry out the work responsibilities outlined in this scope of work, in a competent and professional manner.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. The North American Industry Classification System (NAICS) number is 541690. Parties may identify their interest, accompanied by supporting literature to the Contracting Officer no later than July 19, 2019 at 4:30 PM EST. Responses should be sent to shirley.courtney@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
