Product Lifecycle Management (PLM) tools and processes
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Surveillance & Cyber Security Solutions, LLC (SCSS) of Hollywood, Maryland for the procurement to create an enterprise suite of Product Lifecycle Management (PLM) tools and processes, with seamless accessibility across the extended team to the OEM via a Government Commercial Cloud solution. This solution includes three (3) requirements, the procurement of Microsoft Azure Cloud hardware, software, and cybersecurity tools and infrastructure; the procurement of Siemen's Teamcenter software; implementation and testing of the software in the commercial cloud in order to provide cybersecurity documents and artifacts needed by the government to obtain an Authorization to Operate (ATO).
The Government intends to award a contract for this requirement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
