Pre-solicitation Notice b Procurement of P-8 Poseidon Advanced Airborne Sensor (AAS) Multi-Person Virtual Reality Trainers (VRTs)
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a delivery order under the NAWCTSD Basic Ordering Agreement (BOA), for the acquisition of P-8 Poseidon AAS Multi-Person VRTs with The Boeing Company, Saint Louis, MO, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, bOnly One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.b The expected period of performance of the delivery order is approximately 21 months from contract award.

NAWCTSD has a requirement for two P-8A Poseidon AAS Multi-Person VRTs and related courseware and hardware. As the current sole designer, developer, integrator, manufacturer and supplier of P-8A Systems and software components, only Boeing possesses the requisite knowledge, engineering expertise, and data rights required to design, build, and deliver the P-8A Poseidon AAS Multi-Person VRTs. The training systems require concurrent incorporation of advanced and emerging technologies specific in design or application to the P-8A aircraft. Boeing is the only contractor that can build the P-8A Poseidon AAS Multi-Person VRTs because only Boeing has access to the requisite aircraft design data, and aircraft specific software.

Because the contract requires in-depth knowledge of the current trainer design and proprietary data rights, award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling P-8A mission training requirements. A competitive acquisition would require that the Government provide access to a P-8A aircraft for scans and pictures. The Government determined that the risk of damage to the electro-optical and infrared (EO/IR) turret or Turret Deployment Unit (TDU) and airframe structure is an unacceptable risk.
This Pre-solicitation notice is not a request for competitive proposals.
It is a notice that outlines the Governmentbs intent to award the delivery order contract on a sole-source basis with Boeing. However, interested sources may identify their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, ability to obtain P-8A Poseidon AAS Multi-Person VRTs technical data, and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Mr. Hicham Benhsain at hicham.benhsain@navy.mil in an electronic format that is compatible with Word 2003, no later than close of business 25 September 2019.
Small businesses can inquire with the Boeing Small Business Liaison Officer: Ms. Christine Johansen at 206-247-5929 or christine.a.johansen@boeing.com for possible subcontracting opportunities; small businesses interested in subcontracting/supplier opportunities are also encouraged to notify the Govbt POC identified below as well as the NAWCTSD Small Business Deputy Leslie Faircloth at leslie.faircloth@navy.mil. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than TEN (10) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre solicitation notice is not to be considered a request for quotations or proposals. No solicitation document is available at this time. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, a sole source award for the procurement of P-8A Poseidon AAS Multi-Person VRTs delivery order will be pursued.
This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C.
2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements).
