Procurement Card Services
The purpose of this Request for Proposal is to obtain proposals from qualified financial institutions to establish a Procurement Card program that meets the following objectives:
Procurement Card program with extensive administrative and Cardholder control features;
Procurement Card that is widely accepted by City of Charlotte and Mecklenburg County vendors and transactional use on the Internet, out-of-state vendors, and travel related vendors;
Ability to successfully transition from current provider;
Dedicated and separate Service Provider implementation team during start up for both the City and County;
Excellent customer service team providing technical and account support during traditional business hours for Cardholders and Program Administrators;
Onsite training for Program Administrators and other roles, especially during start up;
Web-based program administration solution at no cost;
Online training for program administration and program roles;
Online continuing education relating to Card program and web-based software;
fee Procurement Card program, including issuance of Procurement Cards;
aggressive rebate program; and
contract with a three (3) year term and the City/County having the unilateral right to renew for two consecutive one-year terms thereafter.
