The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract based on this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice.
The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below.
Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below
Work to be performed
The Harry S. Truman Memorial Veterans' Hospital in Columbia, MO is seeking a Private Investigator (Pl) to provide investigative services to perform work on Federal Office of Worker's Compensation Program (OWCP) compensation cases involving current or former employees of the Department of Veterans Medical Center's individual case requests will be placed on an as-needed basis with the contractor. An initial meeting between the Department of Veterans Affairs
The Private Investigator (Pl) will provide the following services:
Conduct surveillance activities and videotape activities of suspected claimants.
Work weekdays, irregular hours, including weekends and holiday, often under adverse conditions.
Interview and/or visit claimants, witnesses, medical personnel, public and private sector employees, employers, and others to secure and document information and evidence related to Department of Veteran Affairs OWCP cases.
Analyze data from employment, medical, Office of Workers Compensation Programs (OWCP) files and other pertinent sources for indications of possible fraud as it relates to the Injury Compensation Program.
Interact routinely with privates sector and federal personnel assigned to safety, health and injury compensation and representatives of the Department of Veterans Affairs and U. S. Department of Labor and OWCP.
Interview and/or visit claimants, witnesses, medical personnel, public and private sector employees, employers, and others to secure and document information and evidence of suspected fraud within the Injury Compensation Program.
Interact with other federal, state, and local agencies including, but not limited to performing criminal record checks, driver's license checks, and/or insurance company record checks.
Review and analyze claim files and records, limited to assigned OWCP cases, may have access to public and agency records to gather information. The Pl does not review for completeness and accuracy, does not process claims or otherwise perform the claims management duties of the Injury Compensation Specialists.
Make detailed reports of findings to the Human Resources Officer, Department of Veterans Affairs, Truman VA Medical Center, U. S. Department of Labor, and Injury Compensation Unit as appropriate. Prepare other written reports and correspondence as warranted.
Testify at Administrative and Judicial Hearings, Civil, and Criminal Court proceedings as required.

SPECIFICATIONS/QUALIFICATIONS FOR THE PRIVATE INVESTIGATOR (Pl)
MUST have law enforcement and/or criminal investigative experience.
Must provide personal office equipment including camcorder, cell phone, digital or 35mm camera (throw-away camera not acceptable), computer equipment, internet capability and a working e-mail address.
Must provide cellular phone and cellular phone service.
Highly developed analytical skills. Ability to analyze documents and elicit factual information.
Highly developed computer skills.
Ability to take comprehensive notes and generate detailed technical and non-technical reports based on the notes taken.
Good organizational and time management skills.
Good human relations skills. Ability to communicate orally sufficient to express thoughts to a variety of people.
The ability to work irregular hours (evenings and nights), including weekends and holidays, often under adverse conditions and cannot exceed 400 hours per case without prior approval of the Contracting Officer's Representative (COR).
The ability to travel extensively and for extended periods of time as needed with little or no advance notice or preparation.
A valid Driver's License.
Must provide own transportation, including use of a private vehicle, as needed in the course of business.
The ability to work independently and provide the Contracting Officer's Representative (COR) with a weekly update of investigative activity. The report can be the basis of extending the services or reducing the services as outlined in the request to perform specific services.
Ability to maintain confidentiality regarding ongoing investigations of a sensitive nature.
Must not have been fired from previous jobs or had contracts terminated for poor performance, poor attendance, or illegal activity.
Must successfully pass a criminal background check. Any arrest, regardless of whether a conviction was obtained, must be disclosed.
Must not be receiving Worker's Compensation benefits for an on-the-job injury.
Must not be under investigation for Workers' Compensation fraud, waste, or abuse.
Must not have been involved in or removed for any form of workplace violence while previously employed.
Must agree, if the contract is completed or terminated for any reason, to be available, as required,
for court proceedings, administrative hearings, grand jury appearances, etc.
Must understand all notes, files, videotapes, photographs, etc., prepared or obtained while under contract are the property of the Department of Veterans Affairs and must be returned if the supplier is terminated for any reason and upon completion of the contract.
Must not carry a firearm or other dangerous weapon on their person or in their private vehicle while under contract with the Department of Veterans Affairs regardless if licensed to carry the weapon. Must not carry a firearm or other dangerous weapon onto private or government property.
Must not engage in any form of sexual harassment, racial or other discrimination during the performance of the contract.
Must not do anything that would place themselves or others in a position of needless danger.
Must work, as directed by the Contracting Officer's Representative (COR) or required by the nature of the case, week days, unusual hours including evenings, late nights, weekends, and holidays, as required, at the designated hourly rate, without overtime pay, holiday pay, or nighttime differential.
Must not discuss any cases under active investigation with the news media or any unauthorized person unless authorized to do so by the Human Resources Officer or Public Affairs Officer for the Director, Harry S. Truman Memorial Veterans' Hospital.
Must maintain a daily and accurately report of work hours and work activity.
Must understand performance of these contract services may ultimately result in the identification, arrest, prosecution and/or removal of current or former Department of Veterans Affairs employees and may cause the current or former Department of Veterans Affairs employee to lose future entitlement to worker compensation benefits.

The North American Industry Classification System Code (NAICS Code) is 561611 (Investigative Services), size standard $20.5 Million Based on this information, please indicate whether your company would be a Large or Small Business and have a socio-economic designation as a small business, VOSB or SDVOSB.
Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service Disabled Veteran Owned Small Business firms is anticipated based on the Veterans Administration requirement with Public Law 109-461, Section 8127 Veterans Benefit Act.
However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open. Any response to this source selection from Interested parties must be received NLT 01/04/2019
