1) NAVSUP Fleet Logistics Center (FLC) Norfolk b located at NAVSUP FLC Norfolk, Contracting Department, Norfolk, VA, 23511-3392 - intends to negotiate a firm fixed-price commercial contract for Uninterruptible Power Supply (UPS) battery maintenance services as required by Commander, Undersea Surveillance (CUS) in Virginia Beach, VA. The required period of performance start date is 1 July 2019 and is anticipated to include four (4) option years. This requirement will be solicited with Other Than Full and Open Competition due to the brand-specific nature of the requirement. A redacted Brand-Name Justification will be attached to the solicitation.

2) The procurement will be conducted in accordance with FAR Part 12 bAcquisition of Commercial Itemsb and FAR Part 13 bSimplified Acquisition Proceduresb.

3) The PSC code for this requirement is J061.
The North American Industry Classification System (NAICS) code for this acquisition is 811310. The Size Standard is $7.5 Million.

4) A complete RFQ package will be available on or about 14 June 2019 by downloading the documents at the Navy Electronic Commerce Online Website as follows: https://www.neco.navy.mil.

5) DO NOT use the bSubmit Bidb button on NECO to submit your quotation for the upcoming solicitation. Please direct all questions and quotes regarding this requirement via email to the POC identified in this synopsis. Only quotations submitted in accordance with the following instructions will be considered for award.

6) Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations.
By submitting a quotation, the vendor is self-certifying that neither the requester nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the (SAM) database will make a contractor ineligible for award.
