MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS.
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Jacksonville is conducting a market survey to determine the availability of vendors capable of providing preventative maintenance and repair of Motorola Enterprise Land Mobile Radio System (ELMRS) and supporting sub-systems and subscriber units for Strategic Weapons Facility Atlantic (SWFLANT), Kings Bay GA. The entire system combined makes up the Enterprise Land Mobile Radio System (ELMRS).
The anticipated award date is 01 June 2017. A firm fixed price contract is anticipated. It is anticipated that the Request for Quote will be issued on 05 May 2017.
In accordance with Federal Acquisition Regulation 13.501 (a) (2), the required support parts are unique and are proprietary to one manufacturer, Motorola.
Interested vendors are requested to submit a capability statement outlining their ability to meet or exceed this potential requirement and also be in compliance with Clause 52.219-14, Limitations on Subcontracting. The clause requires the small business quoter to perform greater than 50% of the cost of contract performance. 13 C.F.R. B' 125.6: Prime contractor performance requirements (limitations on subcontracting). (a) In order to be awarded a full or partial small business set-aside contract, a 8(a) contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, or an unrestricted procurement where a concern has claimed a 10 percent small disadvantaged business (SDB) price evaluation preference, a small business concern must agree that: (1) In the case of a contract for services (except construction), the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees.

The capability statement should be submitted no later than 4:00 pm (Eastern Standard Time) on 28 May 2017, stating their business size, as well as a point of contact. The government will use the results of this announcement to determine whether the acquisition of the above described requirement should be solicited as a small business set-aside, or whether full and open competitive procedures should be utilized. The Government will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information.
