Preventative Maintenance HVAC
The Centers for Disease Control and Prevention (CDC), Office of Safety, Security and Asset Management (OSSAM), Leased Property Management Services (LPMS), intends to award a sole source contract to All Systems, Inc., 2630 Business Drive, Cumming, GA 30040-4878, for the preventative maintenance, alteration or repair of HVAC units on property leased by the CDC from DRA CRT Chamblee Center, LLC; Highwood Realty, LP and Government Properties Income Trust.
The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 238220, Plumbing, Heating, and Air-Conditioning (HVAC) contractors.
The CDC leases office space from DRA CRT Chamblee Center, Highwood Realty and Government Properties Income Trust and the leased space has standalone HVAC equipment that requires preventative maintenance and repair. As the owners, DRA CRT Chamblee Center, Highwood Realty and Government Properties Income Trust requires that repairs, maintenance, or alteration be performed by All Systems, Inc. because they were the contractor responsible for installation. As the owner of the leased property, DRA CRT Chamblee Center, Highwood Realty and Government Properties Income Trust have the final say in which HVAC contractors are acceptable and therefore, All Systems, Inc. is the sole source for this requirement.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to All Systems, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide these services to Ms. Philippa Butts VIA EMAIL ONLY at ezo2@cdc.gov with the solicitation number HVAC2017 referenced in the subject line NO LATER THAN January 23, 2017. The Contracting Officer will not respond to verbal requests. ALL REQUESTS MUST BE IN WRITING.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
