“Database Administrative Services”

 

Introduction

Federal initiatives require organizations to integrate automation into its core business processes to ensure higher quality products and services for its employees, business partners, and the American public, in addition to using technology to extend its services globally.  The U.S. Department of Transportation (DOT), Departmental Office of Civil Rights (DOCR) plans its information and data architectures to enhance the quality, accuracy, and timeliness of its products and services, which will serve as the baseline for supporting the aforementioned Federal initiatives.




The organizations web based client architecture currently supports four tracking applications written in Microsoft ASP and PHP.  These systems use the Microsoft SQL and MySQL database management system to control all data storage and retrieval.  Data from these databases are used to meet Federal Civil Rights reporting requirements, Freedom of Information Act inquiries, support analytical studies conducted on its Civil Rights Programs, and to keep the general public informed of DOT civil rights matters. 




The DOCR plans to address challenges to use automation to enhance its business processes, as identified in the President’s Management Agenda, by employing the appropriate technological expertise to enhance and maintain the performance of its applications and data architecture, develop supporting information technology business documentation; train employees and customers to use the data architecture in conjunction with DOT’s Standard Network Applications; and utilize internet technologies in accordance with the Executive Order 12166, the EGovernment Act, and the President’s Management Agenda.




The scope of this procurement is to assemble a staff of experts that will provide database administrative services for DOCR maintained information systems; establish data reports; train DOCR staff to use OST-standard products and services; design and develop client applications and perform content updates. 

This is a synopsis in accordance with FAR 5.203(a) to issue a 15-day

 public notification prior to the issuance of solicitation

The Government anticipates issuance of a Labor-Hour Contract in accordance with FAR 52.246-6.  The North American Industry Classification System (NAICS) code for this acquisition is 541511 with a size standard of $27.5 million dollars.  The resultant contract will have an effective base period of performance of 12-Months, with four 12-Month option periods. Solicitation No.: 693JK419R600001 is expected to be issued in February 2019. OST intends to issue a solicitation set-aside 100% for competition limited to eligible 8(a) vendors.  In order to be considered eligible to participate as a business concern, participants in either the developmental stage or the developmental and transitional stages, must be certified by the U.S. Small Business Administration (SBA) for participation in the SBA's 8(a) program.




Interested 8(a) participants are encouraged to request a copy of the solicitation immediately as the solicitation will be issued without further notice upon SBA acceptance of the requirement.

Offerors shall include RFP Number 693JK419R600001 in the subject line.  All questions must be submitted to this office on the attached Question & Answer spreadsheet (Attachment 2).  Questions NOT submitted on the spreadsheet will not receive a response.  



Each Offeror shall submit their technical and business proposals electronically to Tracy Hanks via email at Tracy. Hanks.CTR@dot.gov  and a Copy to: sheronda.jones@dot.gov . The Business Cost Proposal spreadsheets should be interactive so that the Contract Specialist can verify the calculations used to obtain the final cost. The Proposals are due no later than 1:00pm EST March 7, 2019.
