Presolicitation Notice for the Improved Turbine Engine Program (ITEP) Preliminary Design Review (PDR)
The Army Contracting Command, Redstone Arsenal, AL intends to award, on the basis of Full and Open Competition, up to two Preliminary Design Review (PDR) contracts for a 3,000 shaft horse power engine to be used in the Black Hawk and Apache aircraft. The Government plans to develop this new engine under the Improved Turbine Engine Program (ITEP). The purpose of ITEP is to provide increased shaft horsepower, improved fuel consumption, and enhanced maintainability. The length of the ITEP PDR effort is expected to be 24 months. Requirements documentation will be included in the PDR Request for Proposals (RFP). It is anticipated that the PDR RFP will be available for download from the Army Single Face to Industry (ASFI) Acquisition Business Web Site (https://acquisition.army.mil/asfi/default.cfm) and the Federal Business Opportunities web site (https://www.fbo.gov) on or after 14 September 2015. The RFP will require a proposal submission consisting of technical, cost/price data, and past performance for the PDR contract. The PDR RFP will be available electronically - no hard copies will be sent. This is an unrestricted acquisition and all responsible sources may submit a proposal that will be considered by the Army. It is anticipated that FAR Part 15, Contracting by Negotiation, will be utilized. The ITEP PDR RFP number is W58RGZ-15-R-0070.
