Presolicitation Synopsis for the Aviation Field Maintenance TASM-OCONUS Contract

This is a six month contract action via modification to the current contract, in order to sustain aviaition maintenance for the Theatre Aviation Sustainment Management - OCONUS (TASM-O) area of operations, supporting the Aviation Field Maintenance Directorate (AFMD). This action via contract modification will be a short term solution until the fully competitive AFM II contract is awarded, which is scheduled for 3rd Qtr, FY 19.  Continued operations in support of this program is critical to the Army's Aviation Fleet. The contract type for this effort, like the current contract, is a hybrid of Cost Plus Fixed Fee (CPFF) and Fixed Price Level of Effort (FP LOE) for labor, Cost Reimbursement (CR) for material and travel, and Firm Fixed Price (FFP) for site management.
 
Background: The current contract is in support of the Army Aviation and Missile Command's (AMCOM) Logistic Center's Field Support and Readiness Directorate requirement for the Army's rotary wing aircraft maintenance program within TASM-O.  Field and Sustainment Maintenance support is provided to the various aviation maintenance missions of U.S. Army Europe (USAREUR), support of deployed units in the Central Command (CENTCOM) or OIR (Operation Inherent Resolve) Iraq area of responsibility (AOR), Operation Freedoms Sentinel (OFS) Afghanistan AOR, Kuwait AOR, and Southwest Asia; with support from Germany.  Missions also include Army Aircraft Condition Evaluation (ACE) program and the application of Army aircraft MWOs throughout the TASM-O area of operations.  Army aircraft platforms supported include all US Army mission design series (MDS) aircraft and related equipment.  Examples of activities performed within the TASM-O include: Army Aviation Field and Sustainment Level Unit Maintenance, Aviation Unit Maintenance/Aviation Intermediate Maintenance Support, Installation Aviation Supply Support, Ground Support Equipment Maitnenance, and installation of MWOs.  


It is anticipated that the contractor will be required to have and maintain higher Quality Management Systems to include the most current AS9110 REV and provide copies of their certifications. The contractor will be required to perform the effort IAW current and applicable Army regulations and operating procedures, including the AR 95-20 in effect at time of award.
