Term of Contract: The implementation phase of the contract will begin upon contract award through full
execution of the contract, and will cover the initial implementation of the system and ongoing operation through June 30, 2011.
Project Overview: The Kansas Legislature passed a law in 2008 requiring the Board to establish a Controlled Substances Prescription Electronic Reporting System (KSPMP) for schedule II and IV controlled substance prescriptions and designated drugs of concern dispensed in Kansas.
The KSPMP will be an essential tool for addressing the problem of prescription drug diversion. It will utilize an electronic monitoring system to facilitate the transmission of data concerning controlled substance
prescriptions from approximately 1600 plus dispensers to a central database maintained by the vendor. The KSPMP will collect data from all outpatient pharmacies that provide these drugs to patients in Kansas,
including pharmacies located within the state and those nonresidential pharmacies that regularly ship into the state and are licensed by the Board. Authorized prescribers and pharmacies will be able to access profiles for specific patients through a secure, online mechanism.
An Advisory Committee of key personnel from Kansas state government agencies, professional associations, and law enforcement organizations has been formed to oversee the implementation of the KSPMP. The Board and the selected vendor will need to communicate on an as needed basis with this committee to ensure successful implementation of the KSPMP.
Constraints for this project include the requirement for the initial implementation to be completed by October
1, 2010, the states data security and data privacy requirements and the limited staff resources available from the Board to assist in the implementation of the KSPMP. Other constraints include the cost of the initial implementation and the costs for ongoing support of the developed KSPMP.
