The Police Department has identified the need for a Business
Intelligence tool to both integrate relevant crime data such as arrests, incidents, and calls for
service and deliver a series of analytical modules to provide real time crime information to
CMPD staff. This will allow personnel at all levels of the CMPD Command to analyze
trends, patterns, and associations of a particular crime occurring in a certain geographical
zone or time of day.
The Service Provider shall create an operational data store utilizing current data
transformation scripts to populate a centralized repository of analytical data suitable to
support real-time, role based dashboards and other analytical needs. The creation of the
operational data store will be the first phase of development for this Project, as it is required
to support the Business Intelligence features required. CMPD requires that the data needed to
support this Project be housed separately so as not to impact performance on production
systems. Service Provider shall submit in their Proposal all Hardware needed to support their
solution. CMPD will buy Hardware outside of this RFP.
The Service Provider shall provide a dashboard system that will provide crime information to
CMPD staff based on their assignment and tailored to meet specific goals for the response
area. This information will identify recent crimes, developing trends, and help staff to
identify the specific areas of focus required to reach the response area objectives for reducing
crime. The information will be presented graphically and allow staff to drill down into
specific details. Reporting modules will be created to allow a single view of administrative,
statistical, geographic, and crime information to provide CMPD staff with a comprehensive
set of information.
Predictive analytics algorithms shall be applied to a combination of historical data (arrests,
incidents, call for service data, and a series of other external information such as daily
weather reports, city or event information that correlate to these historical events) to develop
a predictive model showing the probability of a specific crime being committed at a specific
location or during a specific time period. This solution shall be interactive, allowing CMPD
staff to change specific parameters to display the probability of crime based on a combination
of factors.
