This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is AG-02RC-S-17-0034 and is issued as a Request for Quotation (RFQ). This is a 100% Small Business Set-Aside with an associated NAICS code of 115310. The small business size standard is $7.5 million dollars average annual receipts for the preceding three fiscal years. This solicitation is for a Performance Base, Firm Fixed Price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.


DESCRIPTION: The intent of this solicitation is to obtain quotes for hand pre-commercial tree thinning and stand improvement for various sites on the Nez Perce-Clearwater National Forest. The objective of this treatment is to reduce stand density, improve forest health and better achieve the potential yield capability of these sites by removing undesirable trees and retaining dominant and codominant trees of the best quality.

The work required by this contract consists of tree thinning, slash treatment, and related work in compliance with its terms, specifications, and provisions. This includes furnishing all labor, equipment, supervision, transportation, operating supplies, and incidentals except those items listed as Government-furnished property.


LOCATION: The work is located on the Palouse, North Fork, Lochsa/Powell and Moose Creek Ranger Districts of the Nez Perce-Clearwater National Forests. Information pertinent to the project units are listed on the Silviculture Summary Information Charts. Refer to attached maps for more details.


DATES: The period of performance is from the date of Notice to Proceed to September 30, 2017. Estimated start date: June 15, 2017 or earlier as field conditions permit.


EVALUATION FACTORS: (a) The Government may award one or multiple contract(s) resulting from this solicitation to the responsible quoter(s) whose quote conforming to the solicitation will be the best value to the Government, experience, past performance, work plan and production schedule, price and other factors considered. The following factors shall be used to evaluate quotes:

(1)    Experience. Identify the key personnel and describe their qualifications and experience in tree thinning and related work with regard to such things as: ability to identify local tree species; recognition of diseases and damaging agents in trees, in particular White Pine Blister Rust; understanding of crown class structure; and ability to thin trees using variable spacing while maintaining the prescribed stocking density. Describe past production rates achieved on similar work under similar stand conditions.


(2) Past Performance. List all tree thinning and similar contracts awarded to your firm in the past two years. Include details on the size and location of the contracts, thinning quality achieved, the Contractor key personnel involved, and the name and phone number of the Contracting Officer for each. If problems were encountered on any of these contracts, please identify them and the corrective measures taken to prevent a recurrance. We will assess your history of compliance with similar contract requirements, compliance with State and Federal laws, and cooperation with clients.


The Office of Management and Budget (OMB) has authorized Federal agencies to collect past performance information under OMB clearance number 9000-0142. Both this information provided in the proposal, and Government records will be used to evaluate the Offeror's past performance. References other than those listed may also be contacted


(3) Work Plan and Production Schedule. Describe the workforce to be provided and the equipment to be used in performance of this contract. Include number of crews, crew size, production rates to be achieved, and estimated starting and completion dates. Demonstrate your ability to perform the work within the required contract time. Include a description of the facilities that will be supplied in order to meet the requirements outlined in the US Department of Labor Fact Sheet No. 51 "Field Sanitation Standards".


(4) Price. Prices submitted in the Schedule of Items will be evaluated for reasonableness and the degree to which they reflect an understanding of the work requirements.
