PRE-SOLICITATION NOTICE FOR VISN 6 DME SERVICES
The Veterans Integrated Service Network (VISN 6) has a need for Government-Supplied Durable Medical Equipment (DME) delivery and pickup services to all beneficiaries serviced by VISN 6. DME services shall include providing storage and delivery services (storage requirements up to 3,000 SF per storage location and the capacity to expand up to 3500 SF is a requirement). Services include the responsibility for providing Government-Supplied Durable Medical Equipment (DME) storage, site assessment, delivery, setup, installation, repair, preventive maintenance, disassembly, pickup and disposal services to all beneficiaries serviced by VISN 6 areas located in North Carolina and Virginia. To insure patients, receive services in a timely, safe and efficient manner without compromising patient care the Contractor's delivery and storage capabilities must be able to support all or a combination of the following seven Veterans Affairs Medical Centers: Asheville, NC; Durham, NC; Fayetteville, NC; Hampton, VA; Richmond, VA; Salisbury, NC; and Salem, VA. Contractors shall have applicable expertise in government acquisition and program management disciplines. Services shall include providing warehouse management, transportation of equipment, equipment services, labor, supervision, patient education, safety management, infection control, as necessary for patients receiving DME services, as specified under this Request for Proposal (RFP). These services shall be required between the hours of 8:00 a.m. and 8:00 p.m., Monday through Saturday, except in cases of emergency. Each location shall be staffed to include a technician/delivery-pickup and warehouse staff and properly stocked with equipment to render services provided in accordance with all terms and conditions of the RFP for the duration of the performance period.
Companies will be responsible for coordinating, supervising, monitoring, and evaluating the care and service provided and shall assure that contracted services are performed per the terms of the contract. Companies will also be responsible to assure their personnel meet the requirements of the contract and are competent to do the jobs assigned them. Government monitoring will focus on timeliness of equipment delivery; timeliness of repairs or maintenance; accuracy of required documentation submitted, and adherence to Joint Commission standards.

Richmond, VA / Hampton, VA
Salem, VA
This requirement is a 100% Set-Aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS Code 621610 Size Standard is $15M. Businesses submitting proposals must be registered in System for Award Management (SAM) and must be registered in VetBiz at http://www.VetBiz.gov.
Single or Multiple Awards may be made and will include a base year with 4 one year option periods to begin approximately 4 December 2018.
