The Region 10 Acquisition Management office is posting this Sources Sought Notice pursuant to FAR Part 10 for market research purposes only. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.


Anticipated NAICS code is 115310 Support Activities for Forestry. Small business size
standard is $7.5 million. If you believe another code is more applicable based on the brief summary of the anticipated requirement, please indicate and state justification with your reply.


The anticipated requirement is for pre-commercial thinning services of an estimated 1,500 acres on the Tongass National Forest in Southeast Alaska.


Brief summary of the anticipated requirement: Pre-commercial thinning of conifer reproduction, approximately 15 to 40 years old. The contractor shall be responsible for all labor; equipment; housing; subsistence; supervision; transportation; operating supplies; and incidentals except those items listed as Government-furnished property. This work is generally done with chainsaws. Contractors would be subject to all applicable State and Federal OSHA rules and regulations.


Project Location: All work is on the Tongass National Forest in Southeast Alaska. Southeast Alaska is very remote. Southeast Alaska has a cool and moist maritime climate. Precipitation amounts vary widely throughout Southeast Alaska, and annual precipitation of over 100 inches is common. Logistics pose a special challenge on the Tongass National Forest. The environment and conditions can be austere and unforgiving. Project areas may not have vehicle access. Cell phone coverage in Southeast Alaska is not consistent.


Overall Physical Description of Ground Conditions: The area contains old logging slash that may be heavy in areas. The surface of the ground is extremely broken with some slopes becoming abruptly steep or having rock outcrops and bluffs of various sizes. Wind throw does occur along some sections. Brush can be extremely thick in many areas, especially in areas with lower tree stocking. Old logging cable and debris may be present.


All interested vendors should notify this office, in writing, of their interest in this notice. Response due date is 13 October 2017 by 2pm Alaska time. Responses shall include the following information:


1. Identification of company, size status, DUNS number, and certifications (e.g. HUBZone, 8(a), SDVOB, small business, etc.). The government is especially interested in the capabilities of small businesses: HUBZone, Service Disabled Veteran Owned, and Woman Owned.


2. Describe company's experience and capability of meeting requirements in the summary statement above.


3. Alternate NAICS information, if applicable.


There is no solicitation available at this time. The Forest Service does not intend to award a contract on the basis of this market research. The Forest Service is interested in obtaining responses to this Sources Sought Notice from prospective contractors but no contractor shall be reimbursed for providing this information. Information provided in response to this request shall be provided in writing and include a point of contact name, phone and fax numbers and email address.
