The United States Department of State's Regional Procurement Support Office in Frankfurt, Germany is issuing this pre-solicitation notice to satisfy the requirement at Federal Acquisition Regulation (FAR) Part 5 on the behalf of the Facilities Management Office of United States Consulate General in Erbil, Iraq. The U.S. Government has a requirement for the installation of a third generator at Power Plant B at the U.S. Consulate General in Erbil, Iraq.

This is not a Request for Proposal (RFP) nor is a solicitation being released at this time. Please contact the Contracting Officer in writing via e-mail no later than 30 May 2018 in order to be put on the solicitation mailing list at CollinsSE@state.gov.

The e-mail subject line must read: "Request to be Placed on Solicitation Mailing List for RFP No. 19GE5018R0063." In requesting to be placed on the solicitation mailing list, please provide the e-mail contact information for the company point of contact to receive a copy of the solicitation via e-mail.


Any requests for a copy of the solicitation after 30 May 2018 will not be honored.

The Government is planning a pre-proposal conference and site visit.


The date for this conference and site visit will be in the solicitation, along with instructions for how to register.


The solicitation is expected to be released on or around 1 June 2018 with additional associated materials provided during the pre-proposal conference and site visit.


Additionally, the solicitation is available only in English.


The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion.


The resultant contract will be a firm fixed price construction contract.


All contractors have to be registered in the SAM (System for Award Management) database (https://www.sam.gov) prior to contract award.


Therefore prospective offerors are encouraged to register prior to the submittal of proposals. The guidelines for registration in SAM are also available at: https://www.statebuy.state.gov/pd/Pages/AdditionalVendorReg.aspx


Solicitation and award will be subject to laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
