Power Amplifiers for the NSWCCD
Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for the procurement of five power amplifiers that supply power to three types of inertial mass shakers for lab, model and fleet support testing. The NAICS Code is 335999 and the size standard is 500 employees.
The proposed purchase order is being solicited on a sole-source basis to Instruments Incorporated (II) of San Diego, CA. The proposed action is for the procurement of supplies for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: II power amplifiers have been used for years to power inertial mass actuator systems and acoustic projectors. These systems provide low-frequency vibratory excitation power to three types of inertial mass shakers. II was involved with the design, fabrication, and replacement of original equipment manufacturer amplifiers, which no longer supports their inertial mass actuator product line. Use of another manufacturer's product would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The NSWCCD intends to award a firm, fixed-price purchase order to II using Simplified Acquisition procedures.
Any interested persons may identify their interest and capability believing they can provide the referenced equipment on a Commercial Off The Shelf (COTS) basis must submit a written response within 15 days of this posting.
This notice of intent is NOT a request for competitive proposals. However, all responses received by the closing date will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
