This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR Part 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is issued under RFQ No. 693JJ6118Q000009 and includes incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-99-1. The North American Industry Classification System (NAICS) Code for this procurement is 611430.

The Federal Railroad Administration (FRA) solicits your quotation for delivering 12 training courses intended for approximately 110 FRA Office of Safety S&TC Inspectors, both Federal and State. Please provide a Firm Fixed Price quote in accordance with the attached Statement of Work (SOW).

All offerors shall submit a technical proposal, past performance proposal, and a price proposal. The price proposal should be in a separate document.             

The technical proposal shall include the following:

1.) The technical response shall not exceed 5 pages and should demonstrate that the offeror is technically capable of completing the work in all SOW areas.  A syllabus and course objectives for the course must be included in the technical proposal.  

2.) Qualifications of Key Personnel.  The offeror shall submit the resumes of the project's key personnel.  Each resume shall not exceed three pages.

The past performance proposal shall include the following:

1.) The name and contact number of the contracting officer and technical point of contact of three (3) recent and relevant projects of similar scope and size completed by the offeror. The past performance proposal may not exceed one page. Those without relevant past performance will be given a neutral rating for that section.

The following provisions and clauses apply to the solicitation The FAR Clause at 52.212-1, Instructions to Offerors-Commercial Items.  Each offeror is required to submit their Request for proposal as specified in FAR Provision 52.212-1, Evaluation-Commercial Items; 52.212-2 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and 52.203-98 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements. Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7.


FRA will evaluate quotations and make a best value determination.
