Pre-Solicitation Notice

THIS IS A PRE-SOLICITATION ANNOUNCEMENT TO RAISE AWARENESS FOR POTENTIAL OFFERORS. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Please reference Request for Proposal (RFP) number 36C7911R0005.

The Department of Veterans Affairs, Commodities & Services Acquisition Service (CSAS), 555 Corporate Circle, Golden, CO 80401, intends to solicit for offers from qualified and experienced vendors with Positive Airway Pressure (PAP) devices and associated accessories/replacement parts, facial interfaces and mask liners for the VA Prosthetic and Sensory Aids ServiceB (PSAS) to supply VA Medical Facilities. Full and open competition will be utilized for CLINs 0001-0009 and CLIN 0010 will be set-aside for Veteran Owned Small Businesses.

VA's purpose under this solicitation and subsequent contract (s) is to obtain PAP technologies while securing a continuous supply of products to support usage of these technologies in VA clinical programs such as Sleep Medicine, Respiratory Care, and others. These items are purchased by the VA CSAS and Denver Logistics Center (DLC)/Service and Distribution Center (SDC) for stocking and distribution and assignment to individual VA medical facilities and subsequent issue to Veteran patients.

The North American Classification Code is 339113 Surgical Appliance and Supplies Manufacturing with a Small Business Size Standard of 750 employees. The objective is to award multiple firm fixed price, indefinite delivery indefinite quantity (IDIQ) contracts. The IDIQ contracts will be five-year contracts consisting of a 12-month base period and four (4) 12-month option periods. Option periods will or will not be exercised at the sole discretion of the Government.

The VA anticipates issuing a solicitation for this requirement on or about March 4th, 2019. Proposals will be accepted for 40 days commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments and attachments) from the FedBizOpps website (https://www.fbo.gov), as no hard copies will be made available. The solicitation will provide instructions to offerors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FedBizOpps website so that they are notified of the issuance of the solicitation and any amendments.

In accordance with FAR 52.204-7, System for Award Management, prospective offerors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, offerors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no contracts can be awarded to any offeror not registered in SAM.
