PURPOSE:

The United States Air Force, Air Force Materiel Command, Air Force Life Cycle Management Center (AFLCMC), Technical Engineering Services Directorate (EZ), Wright-Patterson Air Force Base (WPAFB), OH, is conducting market research to identify parties having the interest, expertise, capability, resources and experience to provide Test and Evaluation (T&E) capability to a navigation warfare laboratory (NWL). In addition to identifying interested parties, this reqeust for information (RFI) is issued for the purpose of identifying and characterizing potential solutions for future NWL T&E activities. Information received via this RFI will be utilized to help refine the acquisition strategy and develop a solicitation that best communicates the Government's requirements.


All interested firms shall submit a response demonstrating their capabilities to fulfill the requirement detailed herein to the primary point of contact listed below.


The NAICS Code to be used for this acquisition is 541380 with a $15.0M dollar size standard. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition.


CAUTION:


This is a Pre-Solicitation Notice. This notice is being issued for planning and informational purposes only. This request for information is not a solicitation, nor is it to be construed as a commitment by the Government. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Although the term "offeror" is used in this RFI, your response will be treated as information only and it shall not be considered an offer.


There is no solicitation at this time. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. The anticipated release date for any resultant solicitation is unknown. While potential sources are requested to provide full and comprehensive responses to this questionnaire, they are reminded that all information is voluntary, and the Government will not reimburse sources in any way for responses provided. Respondents will not be individually notified of the results of any Government assessments. Likewise, a company's participation in the market research via this questionnaire does not obligate the Government to enter into any contractual agreement, either formally or informally, with a company. A company's participation in this survey may not ensure participation in future solicitations or contract awards.


Proprietary information. The Government, with assistance from contractors supporting AFLCMC/EZ, will review all submissions. All contractors supporting AFLCMC/EZ on this acquisition will have signed the appropriate non-disclosure agreements (NDAs) prior to having access to the respondent's submitted information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with applicable Government regulations.


Security classification. Security classification for this potential effort will be at the Top Secret / Sensitive Compartmented Information (SCI) / Special Access Program (SAP) level. Information involved in this program will be subject to Export Control (International Traffic in Arms Regulation (ITAR) 22 CFR 120-131, or Export Administration Regulations (EAR) 15 CFR 710-774).


SMALL BUSINESS PARTICIPATION AND UTILIZATION:


The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), EDWOSB).


If market research leads to a decision to competitively award this requirement, the extent of participation of small businesses shall be addressed in source selection IAW DFARS 215.304. The contracting officer will evaluate the extent to which offerors identify and commit to small business performance of the contract, whether as a joint venture, teaming arrangement, or subcontractor.


This evaluation factor will be separate from subcontracting plans submitted pursuant to the clause at FAR 52.219-9.


Information submitted in response to the Small Business Utilization section will be used to inform the Government of Small Business opportunities available in the marketplace and will lead to an evaluation appropriate to the acquisition.


Per DFARS PGI 215.304, evaluation criteria may include the extent to which such firms are specifically identified in proposals, the extent of commitment to use such firms, the complexity and variety of the work small firms are to perform, and the realism of the proposal.

Specific information pertaining to this potential procurement will be available in the solicitation. Future announcements, the solicitation documents and any drafts will be posted on Federal Business Opportunities (FBO) website, www.fbo.gov. It is and will continue to be the responsibility of all potential offerors to monitor the FBO website for any amendments, updates, responses to questions and answers.


An Industry Day event is being considered. If conducted it will take place at or near Wright Patterson Air Force Base. Details will be posted as they become available on the FBO website.
