This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-101 and FAC 2005-101 continued, Effective 26 October 2018 and Defense Federal Acquisition Regulation Supplement (DFARS), current to DPN 20180928 (Effective 26 Oct 2018) Edition. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at http://farsite.hill.af.mil/vmfara.htm.
This solicitation is being issued as a hundred percent small business set-aside under Solicitation Number W9124R-19-Q-0004 which will result in a single-award, firm fixed price contract. The North American Industry Classification System (NAICS) code is 562991 - Septic Tank and Related Services with a size standard of $7,500,000.00. Quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and tradeoffs are not permitted. Award will be made on an all or none basis. An offeror must quote on all items, to include providing the unit price for all Contract Line Item Numbers (CLIN) identified below, in this solicitation to be eligible for award. In addition offorors must include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.
This contract will consist of CLIN 0001, Description: Portable Chemical Toilet Services-Base; CLIN 0002, Description: Additional Cleaning Services-Base; CLIN 0003, Relocation of Toilets-Base; CLIN 0004, Contractor Manpower Reporting-Base; CLIN 1001, Description: Portable Chemical Toilet Services-Option 1; CLIN 1002, Description: Additional Cleaning Services-Option 1; CLIN 1003, Relocation of Toilets-Option 1; CLIN 1004, Contractor Manpower Reporting-Option 1; 2001, Description: Portable Chemical Toilet Services-Option 2; CLIN 2002, Description: Additional Cleaning Services-Option 2; CLIN 2003, Relocation of Toilets-Option 2; and CLIN 2004, Contractor Manpower Reporting-Option 2. The period of performance is for a one year base with 2 one-year options and will be located at the United States Army Cold Regions Test Center in Ft. Greely, AK. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. As part of the price evaluation, the government will evaluate the "Option to Extend Services" under FAR Clause 52.217-8, by adding one-half of the offerors last option year prices to the offerors total price. Offers are not required to submit price for half of the last option year.
All quotes shall be clearly marked with solicitation number W9124R-19-Q-0004 and emailed to the Point of Contact (POC) listed below or sent by facsimile to 928-328-6534. Shipping and taxes (if applicable) shall be incorporated into your proposed price. Contractor shall submit payment requests and receiving reports using Wide Area Work Flow (WAWF) in accordance with DFARS 252.232-7006 Wide Area WorkFlow Payment Instructions. All responding vendors must be actively registered with the System for Award Management (SAM) prior to award of contract. This CSS closes on 17 December 2018 at 12:00 PM MST. Responses to the CSS shall be submitted by the closing date and time.
