INTRODUCTION

The Theater Contracting Center, 409th Contracting Support Brigade, Kaiserslautern, Germany is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest the capabilities to support port services at the Port of Constanta, Romania from 18 July to 10 August 2017.


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND


The U.S. Army Europe is seeking information related to a port services at the Port of Constanta, Romania in support of the cleaning and processing of CONUS vehicles for shipment back to their CONUS location.


REQUIRED CAPABILITIES


The intent of this Sources Sought is to assess the capability of vendors to supply the following at the Port of Constanta, Romania:


- Mobile wash racks that can support up to 15,000 KG vehicles (quantity 8)
- Pressure (Steam) Cleaner Machine w/hoses, wands and water (gas or diesel powered NO ELECTRIC), Min 2000 PSI with water discharge of 5 gallons per minute (GPM) (quantity 12)
- Safety stands to support up to 20FT MIVANS to a min height of 6' (quantity 2 sets)
- Motorized Broom-sweeper and operator (quantity 1) (once daily as directed by COR or designated representative)
- Generator 10 to 40kW (quantity 1)
- Generator 5 to 10kW (quantity 1)
- Traffic Cones (quantity 100)
- Mobile Light Set, 220 Volt (quantity 10)
- Portable Latrines (quantity 6)
- Copier/printer with cabling (quantity 1)
- Wet/Dry Vacuum (min 14G/53L) with hoses and attachments (quantity 24)
- Refuse container five (5) cubic meters capacity (quantity 2) (one each for plastic and mixed trash)
- Power distribution capability (Extension cords, multi-outlet distribution boxes to each wash rack area)


The contractor is responsible for;
- Delivery, installation, teardown, and recovery of all contractor provided equipment
- Fuel, Oil, Lubricants, maintenance and repair of all contractor supplied equipment to ensure operational capability 24 hours per day throughout the contract
- Cleaning and resupply of all contractor supplied portable latrines daily
- Placement of portable latrines as directed by the COR or designated representative
- Trash Disposal Services- Plastics and Mixed trash, once daily
- Wash-down/cleaning of Staging area (approx 30,000Sqm each time) prior to initial operations and at direction of the COR or designated representative (est 3X)
- Removal of all grey water waste generated by wash rack operations and ensure wash pits are cleared of sludge and mud on a twice daily basis.
- Broom-sweeper operator (once daily as directed by COR or designated representative)
- Establishing and maintaining a salt perimeter around the sterile area on a daily basis for snail mitigation.


Vendor shall also be capable of providing security for the port, accepting all port fees, and suppling all utilities required and payment for the utilities.


ELIGIBILITY


The applicable NAICS code for this requirement is 488320, Marine Cargo Handling. The Product Service Code (PSC) is V114, Transportation/Travel/Relocation-Transportation: Stevedoring.


SUBMISSION DETAILS


Interested vendors shall submit a capabilities package demonstrating their ability to provide all the required equipment and services as stated above.


If your organization has the potential capacity to provide the required products, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Ms. Elizabeth A.
