Closed Cell Polystyrene Tapered Microwave Absorber
This combined synopsis/solicitation is expected to result in the award of a firm-fixed-price contract for the Closed cell polystyrene tapered microwave absorber as described under the requirements section of this combined synopsis/solicitation and accompanying requirements attachment. This combined synopsis/solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only combined synopsis/solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible Offeror who submits a proposal that:
1. Conforms to the requirements of the combined synopsis/solicitation.
2. Receives a rating of "Acceptable" on the Technical Capability evaluation factor.
3. Contains the lowest total evaluated price (TEP), provided that the
TEP is not unbalanced and is fair and reasonable.
Submittal of quotes in response to this combined synopsis/solicitation constitutes agreement by the Offeror to all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract. It is the Offerors responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions in full text may be accessed via the Internet website http://farsite.hill.af.mil. The Government reserves the right to award without discussions or make no award depending upon the quality, price fairness, and price reasonableness of the proposals received.

Requirement:
The Air Force Institute of Technology's Department of Electrical and Computer Engineering (AFIT/ENG) maintains an anechoic Radar Cross Section (RCS) measurement laboratory. The microwave absorber that lines the walls to reduce radar echoes is more than 25 years old and in need of replacement. In particular, the movable absorber on the floor has been exposed to water, leaching out the fire retardant salts which has a potential safety impact. This absorber needs to be replaced with a new type of absorber with equivalent microwave absorption performance AND without the susceptibility to water damage. The specific requirements are as follows:
Material: Closed-cell carbon-loaded polystyrene (approximate 45' x 20' area)
Humidity resistance: No deterioration from moisture
Product life time: > 25 years
Power Handling: > 200 V/m
Frequency range: 1 - 18 GHz
Normal Incidence Return Loss: < -20 dB over frequency range
Fire Standard: ISO 11925-2 class E / DIN 4102 class B2 (or equivalent such as NRL 1, 2, 3)
Rigidity: The absorber tapers must not "droop" or lose shape over time
This requirement is for delivery of the materials only, the Government will perform the installation.
The anticipated award is Firm-Fixed Price-Best Value.
The Government will award a contract resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforming to the combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Technical Capability and Price will be used to evaluate all offers.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

AFFARS 5352.201-9101- Ombudsman
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

AFFARS 5352.223-9000- Elimination of Use of Class I Ozone Depleting Substances (ODS)
(a) Contractors shall not:
(1) Provide any service or product with any specification, standard, drawing, or other document that requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, item, component, or process; or
(2) Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.
[Note: This prohibition does not apply to manufacturing.]
(b) For the purposes of Air Force policy, the following products that are pure (i.e., they meet the relevant product specification identified in AFI 32-7086) are Class I ODSs:
(1) Halons: 1011, 1202, 1211, 1301, and 2402;

(a) Definitions. As used in this clause--
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission
of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
