The Billings Area Indian Health Service (IHS) intends to award multiple non-competitive contracts to multiple vendors that will provide Data Circuits/Local Loops to the IHS Health Centers that are necessary for EHR, RPMS, Emails, ITAS, UFMS, Teleradiology and internet access. The non-competitive contracts will be awarded pursuant to authority Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, 41 U.S.C. 253 (c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.



1. Award One. Vendor: Central Montana Communications (dba Triangle Communications), 2121 Highway 2 NW, PO Box 751, Havre, Montana 59501. Service: Point-to-Point T1 Data Circuit between Harlem, MT and Rocky Boy, MT.
2. Award Two. Vendor: VisionNet, PO Box 3223, Great Falls, MT 59403. Service: T1 Data circuit from Blackfeet Hospital (Browning, MT) to Kalispell Hospital (Kalispell, MT).
3. Award Three. Vendor: Nemont, PO Box 600, Scobey, MT 59263. Service: T1 Circuit between Crow/Northern Cheyenne Hospital (Crow Agency, MT) and Lodge Grass Clinic (Lodge Grass, MT) and Fort Peck Service Unit (Poplar, MT) to Wolf Point Clinic (Wolf Point, MT).
4. Award Four. Vendor: CenturyLink (formally Qwest), PO Box 29040, Phoenix, AZ 85038. Service: T1 data circuits from Billings Area Office(Billings, MT)/Pryor Clinic (Pryor, MT) and Billings Area Office/St. Vincent Healthcare (Billings, MT)
5. Award Five. Vendor: 3 Rivers Communication, 422 2nd Avenue South, PO Box 489, Fairfield, MT 59436. Service: T1 Circuit between Heart Butte Clinic (Heart Butte, MT) and Blackfeet Hospital (Browning, MT).



Any firm that believes it can meet the requirements may give written notification to the Contracting Officer by November 12, 2014, 12:00 PM. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with requirements listed and show that competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If no responses are received, the Government will proceed with the sole source acquisition to the listed vendors. All vendors are hereby notified that if your response is not received by the date and time specified in this notice, it will not be considered.
