The U.S. Army Contracting Command – New Jersey (ACC-NJ), on behalf of the Armaments Engineering Analysis and Manufacturing (AEA&M) Directorate of the Combat Capabilities Development Command (CCDC) Armaments Center at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to provide plastics manufacturing support to various Research & Development (R&D) armaments programs.

BACKGROUND: The AEA&M Directorate of the CCDC Armaments Center evaluates, utilizes and characterizes a wide range of materials, metallic and nonmetallic, ferrous and non-ferrous, to fabricate hardware for prototype designs and Low Rate Initial Production (LRIP) quantities in support of the development of multiple systems for the Army Modernization priorities.  These range from weapons and ammunition to ground combat vehicle components.  Additionally, as the AEA&M Directorate provides Production, Sustainment, and Foreign Military Sales support for existing systems. The increase in CCDC Armaments Center R&D initiatives and overseas mission requirements has placed additional demand on existing in-house and contractor plastics manufacturing resources currently used by the AEA&M Directorate. To maintain demanding R&D program schedules and deliveries, qualified vendors must be readily available for manufacturing support.

 

SCOPE:  The contractor shall provide polymer/non-metallic processing services to manufacture a variety of components to U.S. Government (USG) supplied technical data.   Components may include tooling, weapon system components and/or ammunition components (non-energetic).  The contractor shall have the ability to manufacture components using any of the processing methods to include: injection molding, extrusion, pultrusion, compression molding, transfer pressing, filament winding, braiding, and all corresponding tooling and accessories.  Materials that these components would be manufactured from may include: Polypropylene (PP), Acrylonitrile Butadiene Styrene (ABS), High Density Polyethylene (HDPE), Polyamide (Nylon), Polycarbonate (PC) polymer, resins and glass/fiber filled materials. The contractor shall have the ability to fabricate the components and perform the necessary post processing to meet USG technical data requirements.

 

 

The applicable NAICS code for this requirement is 326199 with a Small Business Size Standard of 750 Employees. The Product Service Code is 9330.  Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.

SUBMISSION DETAILS: Each potential source is requested to provide a capability statement of their respective firms.  If the firm has a history with Government contracts, please provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the Technical Services. Firms shall also provide point of contact information, where available, for the efforts cited above.  In addition, please provide the firm’s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and size of business (e.g. large, small, disadvantaged, veteran owned, woman owned, etc.).

This is a market survey for information only, and shall not be construed as a request for a proposal or as an obligation on the part of the USG.  The USG does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
