The National Park Service, Washington Contracting Office, Historic Preservation Training Center, is soliciting proposals for all labor and materials necessary to provide preservation treatments for plaster stabilization, wall finish and graffiti conservation of selective interior surfaces found in the Lockwood House a historic structure located in Harpers Ferry, WV.

A brief summary of the work follows:

(1)    Verify stability of plaster and provide temporary stabilization as needed;

(2)    Remove loose existing lead-based paint;

(3)    Ceiling Plaster Repairs: Consolidate base coats with injection, brush, or spray application. Erect and disassemble OSHA compliant scaffolding for structural support and access. Raise distorted plaster back to intended plain and apply adhesive tie to plaster and wood lath. Repair damaged and missing areas using traditional three-coat plaster system.

(4)    Perform Type 1, 2 and 3 Plaster Repairs that consist of:

(a)    Type 1 - Loss of Key, severely cracked or bulging plaster - Consolidate base coats with injection, brush, or spray application. Return plaster to intended plain and re-adhere plaster to substrate.

(b)    Type 2 - Cracked, chipped or crumbling plaster, missing finish or brown coats B? Consolidate loose and deteriorated plaster. Patch and fill approved areas using traditional three-coat plaster system.

(c)    Type 3 - Missing or broken plaster B? Preserve backup lath and install in-kind lath. Install new traditional three coat plaster system as approved.

(5)    Consolidate wall paper and paint finishes found on plaster walls and woodwork.

(6)    Provide conservation work for historic graffiti.

(7)    Prepare and paint to match historic finishes.

The estimated construction range for this project is between $500,000 and $1,000,000. A tentative date for the Preproposal Conference and Site Visit is scheduled for November 13, 2019 at 10:00 a.m., however verify the final date and time in the issued Solicitation.

The meeting location is at the Lockwood House, 359 Fillmore Street, Harpers Ferry, WV 25425. Three days prior to the meeting email the company and names of those attending the meeting to sheila_rushlow@nps.gov.


Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in Sections L and M of the Solicitation.

The Government anticipates award of a firm-fixed price contract on or before January 29, 2020. The Solicitation with be issued electronically on the Federal Business Opportunities Website https://www.fedbizopps.gov with a link for further connection to FedConnect at https://www.fedconnect.net. Offerors interested in doing business and receiving a copy of the Solicitation must register on both the Fed Biz Opps (www.fedbizopps.gov) and Fed Connect (https://www.fedconnect.net) websites. The Solicitation with specifications and drawings will be posted on or about November 6, 2019. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on December 5, 2019.
