Synopsis
Puerto Rico Army National Guard (PRARNG), located at Fort Buchanan, Puerto Rico 00934, intends to issue a Invitation for Bid (IFB) to award a single firm fixed-price contract for the construction the of a new Plant / Utilities Building (Fire Water Storage Tanks and Pump House). Construction consist of all labor, materials, equipment and incidentals necessary to construct a Plant / Utilities Building at Camp Santiago Joint Maneuver Training Center consisting of approximately 552 square feet, installation of a pre-engineered plant-utilities building housing fire pumps, valves and controls. The fire pumps ratings shall be to provide 1,000 gallons per minute at 100 pounds per square inch. Two fire pumps, one electric drive and one diesel drive shall be provided. Diesel drive pump will have a 350 gallon diesel tank for emergency purposes. In addition, two exterior water storage tanks with 60,000 gallons each, and underground distribution mains with two fire hydrants will be provided. Other associated supporting facilities such as site earthwork; asphalt paving replacement; utilities; water drainage and management measures; erosion and sediment control measures will be implemented as part of this project.
The new Plant / Utilities Building will be constructed adjacent to the existing Maneuver Area Training and Equipment Site (MATES) extended parking. Sustainable principles will be integrated into the design, development and construction of the project in accordance with Executive Order 13423 and other applicable laws and Executive Orders.
Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is 310 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This is a 100% Women Owned Small Business set-aside. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 4 August 2017. The tentative date for the pre-BID conference is on 9 August 2017 at 10:00 AM. This conference will be held at Building 763 Room 2 in Camp Santiago Maneuver Training Center, Salinas PR 00751. Specific details will be posted in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for 10:00 AM 6 September 2017. All questions and requests for information (RFI) must be received not later than close of business 16 August 2017. Actual dates and times will be identified in the solicitation. Lowest Price is the evaluation factor. The Government intends to award without discussions. Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) are migrating to in System for Award Management (SAM). The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
