The U.S. Army Corps of Engineers, Portland District, is soliciting an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Planning and Environmental Studies, to be performed within the U.S. Army Corps of Engineers (USAGE) Portland (NWP), Seattle (NWS), and Walla Walla (NWW) Districts' Areas of Responsibility (AORs). The Portland, Seattle, and Walla Walla Districts require a range of Professional Services to perform studies and analyses and preparing reports and supporting documents related to the USACE planning and environmental processes for Civil Works program studies and projects, within the USACE NWP, NWW, NWS boundaries. These services will primarily be required in the Pacific Northwest, Columbia, Snake, and Willamette Basins, but may be required anywhere within the stated Districts' AORs.



SCOPE OF WORK: This work will support USACE's mission by providing services anticipated to accomplish the breadth of Planning and Environmental Studies that are under the authorities of the U.S. Army Corps of Engineers that would include General Investigation authority, the Continuing Authorities Program, Construction General, and Operations and Maintenance activities. Planning Authorities include ecosystem restoration, navigation, water supply, flood risk management, Planning Assistance to States and Tribes, Reallocation Studies, Major Rehabilitation Studies, Major
Maintenance Reports, post authorization change reports, dredge material management plans, and environmental investigations, reports and documents demonstrating compliance with applicable federal cultural and environmental laws, regulations and executive orders.


This solicitation is a total woman owned small business set-aside under NAICS 541690-Other Scientific & Technical Consulting Services, which has a size standard of $15,000,000.00. The Federal Service Code is R499 - Other Professional Services. The acquisition will be subject to the procedures of FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation and the source selection will be conducted by utilizing Best Value Tradeoff (BVTO) source selection procedures.


The Government intends to award up to five (5) IDIQ contracts resulting from this solicitation to form the MATOC pool. Task orders under these contracts will be used for projects of varying size and complexity. Work under these contracts may require contractors to provide services simultaneously in multiple locations.


Submission requirements, submission instructions, and evaluation criteria are stated within the Solicitation. Attachment templates have been uploaded to www.fbo.gov with the solicitation.


All inquiries regarding this solicitation must be submitted via the ProjNet Bidder Inquiry System. Telephone and email inquiries will not be accepted. Instructions on how to access the ProjNet Bidder Inquiry System are within the Solicitation. No response will be posted to inquiries after the Close of Business on the third (7th) business day preceding the solicitation due date. All prospective offerors will be held to have reviewed the questions and responses in ProjNet prior to proposal submission.


Offerors must ensure registration in the System for Award Management database at https://www.sam.gov prior to any contract award.


The Government reserves the right to cancel this solicitation. No reimbursement will be made for any costs associated with providing a response to this solicitation notice or any follow-up information request.
