The purpose of the Pool is to provide health insurance coverage for North Carolinians without access to
group health insurance who face high insurance premiums because of their health condition and to act as
North Carolinas mechanism to obtain health insurance coverage for those eligible under the federal
Health Insurance Portability and Accountability Act of 1996 (HIPAA) or the Trade Adjustment Assistance
Reform Act of 2002 (TAA). The NCHIRP statute is attached as Appendix A.
The purpose of this request for proposal (RFP) is to solicit proposals from vendors potentially capable of:
(1) serving as the Pools Administrator (Administrator) and (2) providing access to a provider network
consistent with statutory requirements. The NCHIRP statute (58-50-190 (d)) requires that provider
reimbursement rates under Pool coverage be limited to the rates allowed for providers under Medicare.
