Pipe Freezers
1. Introduction
1.1. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Request for Information (RFI). Portsmouth Naval Shipyard's intent of this announcement is to identify interested contractors that could provide pipe freezers that are Spectronics Corporation part numbers (P/Ns):
XF-4006AR (includes bushing P/N 128991)
XF-4006AL (includes bushing P/N 128991)
XF-2000A (includes bushing P/Ns 126654, 126655, and 126404)
Or equivalent pipe freezers.
2. Responses
2.1. Interested parties are requested to respond to this RFI with detailed information on any potential offers. Submissions shall be entered in PDF format and shall include:
2.1.1. Company Name and contact information
2.1.2. Contractor and Government Entity (CAGE) Code
2.1.3. Description of equivalent pipe freezers to be provided.
2.2. Reponses to this RFI should reference N390407038V003 and shall be submitted electronically to Miles Beaudoin at miles.beaudoin@navy.mil Phone: (207) 438-3881 by 9:00 AM EST 03 April 2017. The requested information is for planning and market research purposes only and will not be publicly released. This is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any.
3. Industry Discussions
3.1. Shipyard representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements.
4. Questions
4.1. Questions regarding this announcement shall be submitted in writing by e-mail to Miles Beaudoin at miles.beaudoin@navy.mil, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Government Point of Entry - FBO.gov. The Government does not guarantee that questions received after 03 April 2017 will be answered.

5.1. The NAICS Code for this requirement is 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, and the Size Standard is 1,250 employees.
6. Summary
6.1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can pipe freezer units identical or equivalent to the Spectronics Corporation pipe freezers. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
