DESCRIPTION
This is a combined synopsis/solicitation for a commercial service item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR) Part 12 - Acquisition of Commercial Items, and FAR Part 13 - Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 129JGP19Q0060 is issued as a Request for Quotation (RFQ). The awarded contract will be a firm fixed-price contract.

The Stanislaus National Forest is soliciting quotes for Janitorial Services for restroom facilities at the Summit Ranger District Office and the Pinecrest Day Use Area. The Summit Ranger District Office is located at #1 Pinecrest Lake Road, Pinecrest, CA 95364. The Pinecrest Day Use area is located approximately 35 miles east of Sonora, CA on Highway 108, on Pinecrest Lake Road, 1 mile from the intersection with Highway 108. The legal description of this location is Township 4 N, Range 18 E, Section 22.

This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 561720- Janitorial Services. The corresponding size standard is $18 million.

DESCRIPTION OF REQUIREMENTS
Twice-daily, 7-days a week, cleaning of restroom facilities at the Pinecrest Day Use Area and Summit Ranger District in Pinecrest, CA. See the attached Statement of Work for details.

CONTRACT PERIOD OF PERFORMANCE
The period of performance of this contract is from May 29, 2019 through September 4, 2022.

INSTRUCTIONS TO OFFERORS/SUBMISSION OF QUOTES
All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at: www.sam.gov

Quotes must be received by May 29, 2019, by 3PM Pacific Time, to Gloria Trahey via e-mail at gloria.trahey@usda.gov. Only e-mailed quotes will be accepted. It is your responsibility to confirm that your quote has been received.

Quotes will be evaluated on price, technical capability (experience), incorporation of bio-based cleaning products, and past performance. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. The FAR provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition.

Please include the following with your quote:
1) Past performance information and technical experience information (complete the Capability Questionnaire or provide same information);
2) Quality Control Plan and Safety Plan;
3) A list of bio-based supplies/cleaning products;
4) Contract pricing (complete the attached Schedule B of Items).
