FURNISH AND INSTALL PLAYGROUND EQUIPMENT
PIEDMONT PARK
CLEARWATER PROJECT OFFICE

1. General


1.1 Scope of Work- The contractor's is responsible for furnishing and installing a complete playground system which shall consist of providing all equipment, labor, materials, playground plastic timbers/surround, overhead, and any other items necessary for this to be a fully functional install, except, the following items. The Government will furnish rubber playground mulch and topsoil for dressing the area once the playground system is installed. The contractor will be required to install the topsoil and the Government furnished playground mulch, to a minimum depth of 7", in all areas within the playground timbered location.
The playground system, which will be model (UPLAY 016) Clingman's Dome, manufactured by Ultra Play, or equal to. Contractor is required to provide detailed drawings of the system that is bid for approval prior to starting work.


1.2 Point of Contact - All site visits, inspection of site and performance of the work will be coordinated with Russell Cooper / Clearwater Lake Project Office (573-223-7777).

1.4.1 Piedmont Park is 6 miles west of Piedmont, off of Hwy HH, Highway near Clearwater Lake.


1.5 Time of Performance - Playground installation shall be completed within 100 days of Contract Award. Scheduling of work shall be coordinated with Russell Cooper. All work must be performed between the hours of 7:30 am and 4:00 pm, Monday through Friday. The Contractor shall not perform any work on Saturday, Sunday or Federal holidays without prior approval from the Government Representative. Sufficient warning signs, safety fencing and barricades shall be furnished by the contractor to alert and protect the public. Coordination will be made with the above Point of Contact.


1.6 Safety - The Contractor shall comply with all current provisions of the Occupational Safety and Health Act (OSHA)(http://www.osha.gov), in addition to the standards of the Corps of Engineers manual, EM 385-1-1, Safety and Health Requirements Manual (http://140.194.76.129/publications/eng-manuals/em385-1-1/2008_English/toc.html.) If the Contractor fails or refuses to promptly comply with the safety and security requirements as specified herein, the COR may issue an order stopping all or part of the work affected by the infraction until satisfactory corrective action has been taken. No part of the time lost due to any such stop shall be made subject to claim for extension of time or for excess costs or damages to the Contractor. Also, the Contractor will not be paid for work not performed as a result of the stop order.


2. Work Items


2.1. Government has partially prepared a playground site. A 30' x 40' area has been completely cleared and roughed in by others. The Government will host a site visit after award of contract, to show the Contractor the location and proper orientation of the playground to be installed. The site is fairly level, but some grading and/or grubbing of materials will be required on this site in order to make the site fully functional/level as required for this install. The Government has placed a grade pin, and the requirement is for the contractor use this for a reference, for final top finished grade of the playground timbers that the contractor will place, and for proper placement of all playground components. Additionally, playground plastic timbers must be placed with adequate clearance from play structure, as recommended by playground manufacture. Furthermore, any soils that must be removed/grubbed from site, will be required to be removed and disposed of off Government property at the Contractor's expense. Contractor will be required to excavate and properly install approximately 60' length of 4" diameter sewer and drain pipe, that is perforated SCH 30 PVC or equivalent, and excavate and bury a short section of solid SCH 30 pipe out of playground surround to a slope that is approximately 30' from install. Government will approve the location of this install within the playground area, and also area where the end of drainpipe will be exposed. This pipe within the playground area will be installed in clean gravel, to alleviate water runoff from rainfall. Once drain pipe and gravel has been installed, within all areas inside the perimeter of the playground plastic timbers, contractor will install weed barrier fabric, to prevent future weed growth through the rubber mulch.
2.2. Install of playground components must meet all manufactures recommendations, with approved fasteners and adequate depth of concrete footings for all pieces of playground equipment. All equipment must be placed plumb, level and true. Offload of playground components, including Government furnished rubber mulch shall be the responsibility of the Contractor.
2.3. Contractor is responsible for dressing surrounding soils/disturbed areas as a result of this playground install with Government furnished topsoil. Once areas are dressed neatly, Contractor will heavily seed newly placed topsoil areas with "Contractor's" mix grass seed, or equivalent, and straw mulch areas so that no soil is exposed through the straw mulch. Once mulch has been placed, the mulched areas will be watered so that all mulch is saturated, to enhance seed germination.
2.4. All trash, pallets, crating, grubbed soil, or other debris as a result of this install shall be disposed of properly, off of Government property at the Contractor's expense.



3. MEASUREMENT AND PAYMENT


Completed work may be invoiced as one lump sum, per the awarded contract price for the playground upon the final approved install, once all work items have been completed. No partial payments shall be authorized.
