This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and is being conducted according to FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; Qualifications are being requested and a written solicitation will not be issued. The North East Area (NEA) is issuing 12305B951955 as a Request for quotations and incorporates provisions and clauses that are in effect through FAC 2019-02. The Beltsville Area Research Center (BARC) has a requirement/need to establish an IDIQ for Pick-up Services. The award will be for the period starting approximately June 01 2019 thru May 31, 2020 for a Task Order IDIQ type contract. With the potential for four additional Option Years. The Details and specifications for the work shall be per the attached SOW. Orders will be placed by the issuance of Task Orders.


The North American Industry Classification System (NAICS) code is 561499; small business size standard is $15.0 Mill.


DELIVERY TO: USDA-ARS-BARC, Beltsville, MD.


NOTE: ALL OFFERORS SHALL BE REGISTERED IN THE System for Award Management (SAMS) DATABASE IN ORDER TO RECEIVE AN AWARD


DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Completed Schedule B for SAMPLE SOW, 2) Qualifications Statement on company letterhead 3) at least 3 to 5 references. (Government references preferred, with Contact Information). 3) a completed copy of the provisions FAR 52-212.3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS.


REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered.

This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).
