This is a Request for Information (RFI) for planning purposes only, as defined in Federal Acquisition Regulation (FAR) subpart 15.201(e). This is NOT a solicitation for proposals, proposal abstracts, or quotations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will NOT pay for information and materials received in response to this RFI and is no way obligated by the information received. This notice is for market research purposes only, to obtain information regarding (1) the availability and capability of all qualified performer sources, (2) including small businesses; HUB Zone small businesses; service-disabled small businesses; veteran-owned small businesses; woman-owned small businesses; small disadvantaged businesses; and universities and educational institutions, (3) their size classification relative to the North American Industry Classification System (NAICS) Code for the proposed acquisition. The applicable NAICS Code is 611430 Professional and Management Development Training with a size standard of $11.0M. Your responses to the information requested will assist the Government in determining the appropriate acquisition method for Physical Surveillance Training. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement.
Interested parties must provide detailed capability statements with supporting past performance documentation demonstrating a capacity to fulfill the following requirements:
Physical Surveillance training for 8 hours each work day during the period of 15-26 JAN 2018 in the Fayetteville North Carolina area. The location of the contractor managed training sites must enable students to leave their residence near Fayetteville North Carolina via their personal vehicles no earlier than 0600 hours in the morning, take the 8 hours of training and enable their return via their personal vehicles to their residence by no later than 1800 hours in the evening.
The purpose of this training is to provide the students with the knowledge and requisite skill sets to conduct physical surveillance in any environment, either unilaterally or with the use of surrogate forces. In addition to basic surveillance skills, students will also learn a wide spectrum of physical surveillance supporting tasks that can be implemented in a myriad of conventional and special missions. Interested parties must be able to:
Provide realistic tactical scenarios that closely replicate the characteristics of the environments encountered by Special Operations Forces (SOF) during Low Visibility Operations.
Provide scenarios that build upon non-standard communications platforms.
Provide realistic counter-surveillance through local Law Enforcement coordination
Provide the facility, establish infrastructure (targets, agreements with local Law Enforcement Agencies, communication, etc.) and all associated labor, equipment, technical support, materials and travel required while at the training site.
Provide an operational staging facility with internet capability and an attached garage for vehicle operations.
Provide evidence of land use agreements effective for use to meet the required schedule in accordance with local government's requirements.

Documents shall be no more than 15 pages total, electronic in Microsoft Word, Excel, Power Point, and/or Adobe Portable Document Format (PDF) and provided as attachments to the Email. No telephonic responses to this RFI will be considered.


All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please be advised that Government support contractors will have access to any and all information submitted under this requirement.
