STATEMENT OF WORK

GENERAL INFORMATION

1. Title of Project: Physical Security System (CCTV) Upgrade Project at VAMC, Northport, 79 Middleville Road, Northport, NY, 11768. 632-17-3-6104-0188.

2. Scope of Work: The Government intends to award a Firm Fixed-Price Contract to provide all labor, materials, and equipment necessary to upgrade our existing Closed Circuit Television (CCTV) System for the Northport VA Medical Center by converting twenty-one (25) existing analog cameras to IP network cameras and adding two (2) exterior IP PTZ cameras. It is required that the addition of these cameras be integrated into the existing camera network and operate seamlessly with the existing recording and monitoring system/platform. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW). The following work will be performed in order to accomplish this upgrade.

Replace ten (10) existing interior analog cameras located in Building #92 with ten (10) fixed IP network cameras.
Replace six (6) existing exterior analog cameras outside of Building #6 with six (6) IP network PTZ cameras.
Replace two (2) existing interior analog cameras located in Building #5 with two (2) fixed IP network cameras.
Replace two (2) existing exterior analog cameras located outside of Building #5 with two (2) IP network PTZ cameras.
Replace three (3) existing interior analog camera located inside of Building #6 with three (3) fixed IP network cameras.
Replace two (2) existing interior analog cameras located inside Building #88 (EMS Storage Room) with two (2) fixed IP network cameras.
Add two (2) exterior IP network PTZ cameras outside Building #92.
All cameras are to be network cameras that will communicate via IP back to the Telecom closet located in building 200.
All cameras must be Day/Night capable.
All PTZ IP cameras must be at minimum Full HDTV 1080p up to 60 fps, with a 32x optical zoom and 12x digital zoom.
All stationary IP cameras must be at minimum Full HDTV1080p, 2 MP, up to 60 fps.
All cameras must have built-in video analytics.
Cameras must be weather and vandal proof and capable of providing quality imaging under extreme weather conditions.B
There is a switch (Cisco C2960 12 PoE) to the existing camera network located in a communication closet in Building #6, however, the existing switch may need to be expanded or there may be a need for an additional switch in order to port the additional cameras. The contractor could either replace the switch with a similar one with more ports or add and link an additional switch to the existing switch to support the additional cameras.B There should be no more than two (2) additional switched required.

Switches and associated network components are to be consistent and approved by the VA IT department.B B
All cameras covered in this scope of work are to be integrated into the existing American Dynamics Video Edge Victor VMS platform.
Contractor must be certified in Video Edge by American Dynamics with references for successful work on Victor Platform in installations of similar size and scope.
The current video system allows for at least thirty (30) days of storage and playback. Based on the addition of a total of 25 network cameras, the storage capacity may be affected. Therefore, the vendor must provide all necessary, additional equipment to maintain/achieve 30 days of storage after all the exterior cameras from this project are installed and added to the existing network.

Other contract requirements are:

Contractor to provide diagram of camera location, after approved installation.

It should be noted that this contract does not involve access to VA sensitive information and does not involve access and/or connection to the VA information system.

3. Background: VA Handbook 0730/4, Appendix B, dated March 29, 2013, recommends/requires these types of physical security measures at VA facilities.

4. Performance Period: The contractor shall commence work within thirty (30) days following the contract award.

5. Type of Contract: Firm-Fixed-Price.

6. Evaluation Criteria: Best Value.
