Synopsis:
Portland VA Medical Center, Portland, OR intends to procure replacement Philips Telemetry Transmitters. This requirement is for brand name Philips.

As a result of SBA s class waiver for this item under the associated NAICS code and market research on VIP (https://www.vip.vetbiz.gov/) , this procurement is set-aside for set-aside for Service-Disabled, Veteran-Owned, Small Businesses. Any SDVOSB or VOSB responses must be verified and certified as such in the VIP database https://www.vip.vetbiz.gov/. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted.
All Offerors must be registered in SAM at https://www.sam.gov to be eligible for award.

The estimated solicitation issue date is 09/25/2017.
Salient Characteristics
Telemetry Transmitters
Must be capable of seamlessly communicating on the existing Philips Intellivue 1.4Ghz wireless infrastructure without any additional hardware or software to the associated, existing Philips central station and database to which it is assigned.
Must be able to transmit ECG, HR, Sp02, pulse, ST, QT, respiration, and blood pressure information to the central stations.
Must be compatible with and interchangeable with the existing fleet of Philips M4841 telemetry transmitters.
Must be able to display patient vitals on a transmitter LED screen.
Must display battery status on transmitter and telemetry stations.
Must continuously monitor physiologic parameters locally while out of telemetry network AP range.
Must allow for alarm notification toggle at the transmitter unit.
Must withstand accidental drops of at least 1 meter.
Must be able to be temporarily immersed in water.
Must utilize disposable AA batteries (rechargeable batteries optional).

All equipment, parts, and consumables are to be delivered to the following address:

Delivery is to include the following:
Unboxing units.
Separation of trash to recyclable and non-recyclable, and disposal.
Assisting in the equipment tagging process with SCM Property Management.
Installation Instructions
Configuration of the units to the database.
Verification of operation.
Clinical applications training (5 consecutive shifts during normal hours and 5 consecutive shifts after business hours) at times mutually agreeable to the key nurse coordinator and the Philips Clinical Applications trainer.
