This is a combined synopsis/solicitation for commercial acquisition prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is 12760418Q0059. The solicitation is a request for quote (RFQ).


This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quote. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT.


This solicitation is a Small Business Set Aside. NAICS code: 541511; small business size standard $27.5 M. Vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov, in order to be considered for award.



The Government will award a single purchase order contract resulting from this RFQ. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the products will be based on a comparison of quoted prices received in response to the solicitation.


FOB destination: Delivery location: The work will be performed VIRTUAL.


FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see https://www.acquisition.gov/. The Government contemplates an award of a Firm Fixed
Priced purchase order contract resulting from this solicitation.


The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.


The provision at 52.212-2, Evaluation-Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision is:
Evaluation factors and significant subfactors as stated in the solicitation are as follows.
(a) The Government will award a contract resulting from this solicitation to the responsible Vendors whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Technical
ii. Past Performance
iii.Price
and
iv. Registered in the System for Award Management (SAM), www.sam.gov.


Vendors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item, with their offer.


All responsible sources may submit a quotation which shall be considered by the agency. Interested parties should furnish the following information in addition to their quote:
(1) Company name, address, point of contact, telephone number, email address and website address.
(2) Business type: 8(a), Women-Owned, Historically Underutilized Business Zone (Hub Zone), Small Disadvantaged, Service Disables, Veteran Owned Small Business, Large or small Business, etc.
(3) CAGE Code and DUNS Number.


The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

52.233-2 Service of Protest. (SEP 2006)
(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from:

(b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.


Compliance with Internet Protocol version 6 (IPv6) in Acquiring Information Technology


Section 508 Compliance:
• If Section 508 is relevant to program requirements based on identification of acquisition deliverables that are Electronic and Information Technology (EIT).
• Expected use and technical environment features that may affect Section 508.
• Section 508 general exception claims and documentation for justifications based on general program characteristics independent of the specific type of EIT.
