It is the intent of EBD to contract with a qualified vendor for the use of a pharmacy benefit administration system so that many traditional functions of a Pharmacy Benefit Manager (PBM) can be performed by EBD. The goal of this task is to streamline operations, reduce redundant administration and save money for the member of the self-funded health plan. This proposal will require the selected vendor to perform at least three traditional PBM functions: network management, claims payment / funds transfer, and rebate management. The vendor will also be responsible for system training, consultative services for plan management, evidence-based clinical support, and Medicare Primary retiree prescription plan management. The administration system must operate in a hosted or application service provider (ASP) model, meaning no server installation or configuration is required on part of EBD or the technical support team. All server management, data integrity & security, disaster preparedness and configuration will be the responsibility of the selected vendor. Finally, as an optional service, the selected vendor must be able to provide EBD with the ability to maintain and operate the software on EBD-provided servers and network environment at any time during the contract period, should EBD choose to exercise this option. This option would likely entail the installation of the program on EBD servers, transferring of the data from the hosted / ASP environment to the EBD environment, and appropriate configuration for technical and security issues. If exercised, these functions shall be performed by EBD or designated staff with technical and operational consulting by the vendor
