"Pest Management Services"

INTRODUCTORY PARAGRAPH


This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain market research information. The government's determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the government. Your responses to the information requested will assist the Government in determining the appropriate acquisition method and possible small business set-aside.

BACKGROUND


The National Institute of Environmental Health Sciences (NIEHS), located in the Research Triangle Park, North Carolina is one of the 27 Institutes and Centers composing the National Institutes of Health. Pest Management Services are needed to maintain a pest free environment and provide pest preventive maintenance consisting of mechanical controls and pre-approved chemical controls. The pest management vendor shall adhere to the NIEHS approved Integrated Pest Management (IPM) Plan.


PURPOSE AND OBJECTIVES


The Pest Management Service Provider (Vendor) will provide labor, transportation, tools, materials, supervision, or any one or more of such items which are necessary or appropriate to provide pest control services at the National Institute of Environmental Health Sciences (NIEHS)
facilities located at 111 T.W. Alexander Drive in Research Triangle Park, North Carolina.


PROJECT REQUIREMENTS


The Contractor shall:


• Provide all labor, transportation, tools, materials, supervision, or any one or more of such items which are necessary or appropriate to provide pest management services.
• Provide methods and documentation of the pest control program at NIEHS facilities in an attempt to establish pest free environments.
• Provide preventive maintenance consisting of mechanical controls and pre-approved chemical controls.
• Vendor shall adhere to the NIEHS approved Integrated Pest Management (IPM) Plan.
• Vendor shall adequately suppress indoor populations of rats, mice, cockroaches, ants, flies, and any other arthropod pests not specifically excluded. This includes populations of these pests located outside of the specified facilities that pose a risk of human harm or property damage if uncontrolled.
• Vendor shall perform tasks in a manner consistent with industry standards and in compliance with the NIEHS IPM Plan. Services shall include, but are not limited to, the following types of services if not otherwise fully described within the NIEHS IPM Plan:
• Thoroughly inspecting all areas suspected of pest infestation(s) and surrounding areas/facilities, as necessary.
• Communicating frequently with the NIEHS IPM Coordinator (who serves as the government's Contracting Officers Technical Representative, COTR) regarding planned actions and recommendations.
• Recommending structural and procedural modifications to reduce food, water, harborage and access used by pests. Structural modifications for pest control will be the responsibility of the Government. However, throughout the life of this contract the Vendor shall be responsible for
• notifying the NIEHS IPM Coordinator in writing about any structural, sanitary, or procedural modifications deemed necessary to eliminate food and water sources, harborage, or access routes that would allow infestation by pests in and around the building.
• Using appropriate non-chemical technologies to control pests, where possible.
• Judiciously using pesticide products, formulations and application methods that present the lowest potential hazard to human health, non-target animals and the environment.
• Recording and reporting all integrated pest management operations including surveillance, inspections, non-chemical and chemical control.
• Pest Control Unscheduled Services - Due to unpredictable circumstances with pests, the vendor will respond to urgent requests within (2) two hours of notification to remedy or exterminate pests which will allow the NIEHS to continue operations. The Vendor will provide an
• unscheduled services callout rate, to include hourly rate.
• Provide the following services:


Populations of the following pests are excluded from this contract:
• Birds,
• Bats,
• Snakes,
• Termites, and
• Other wood-destroying organisms.


However, the following shall be controlled under the terms of this contract:
• Individuals of all the above excluded pests that are incidental invaders
inside the facilities, and
• Winged termite swarmers.

ANTICIPATED PERIOD OF PERFORMANCE


The anticipated period of performance (POP) for this requirement is five (5) years. Base Year POP: September 30, 2017 - September 29, 2018 and four (4) each one (1) year option periods.


INFORMATION SOUGHT


Interested organizations are required to submit their capability statements via email to Frederick W. Rieger, frederick.rieger@nih.gov, and should not exceed ten (10) pages in length; not including a standard product brochure that clearly details the ability to perform the aspects of the notice described above and should be tailored to the "Project Requirements" as concise as possible.


Each response should also include the following business information:

g. Socio-economic status
h. Teaming Agreements (if necessary)


Standard product brochures will not be considered a sufficient response to this sources sought synopsis.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received a Request for Quote (RFQ) may be published through Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a RFQ.


Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
