The United States Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized" based on in-depth knowledge and expertise of Operational Requirement-based Casualty Assessment (ORCA) development and enhancement, Association for the Advancement of Automotive Medicine (AAAM) Abbreviated Injury Scale (AIS), and development and enhancement of the Static-Dynamic Framework (SDF) model. The Government intends to solicit and negotiate with Altus, LLC, 1101 Main Street; Darlington, MD 21034-1403, for Personnel Survivability Research and Methodology Development Services to include analytical, technical, development, and administrative services for personnel survivability projects.

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
