PerkinElmer E-Notebook Upgrade and Annual Software Maintenance
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Division of Laboratory Sciences intends to award a sole source firm-fixed price service contract to PerkinElmer Informatics 940 Winter St Waltham, MA, 02451-1457, UNITED STATES. This contract will be 6 months from the date of award.
The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement.
The Division of Laboratory Sciences has a requirement for upgrade of current PerkinElmer Notebooks and Annual Software Maintenance and Support Plan. The purpose of this contract is to upgrade the current version of Perkin-Elmer E- Notebook including the migration of data from the older version used in the Clinical Chemistry Branch to the most up-to-date version. The version the lab is currently using is end-of-life and is no longer being supported by the company. Perkin Elmer's Electronic Laboratory Notebook (ELN) has been employed in the division since 2009 on a SQLserver database. This version of the ELN has reached end of life and must be upgraded to an Oracle database version. To change electronic laboratory notebook vendors would mean the loss of all data that has been entered into the ELN since 2009.
The contractor shall also provide an Annual Software Maintenance and Support Plan that provides unlimited telephone, e-mail and Web site operational support for up to three DLS points-of-contact (POC). The Annual Software Maintenance and Support Plan includes the right to receive any software updates made available as a general release, fixes, corrections, workarounds, versions, enhancements and Documentation updates ("Updates") that are issued by PerkinElmer Informatics during the applicable
PerkinElmer is the only supplier of this proprietary E-notebook and the only company that can perform the migration of the data from the SQLserver version to the Oracle database version.

The NAICS code for this requirement is 511210 Software Publishers with a size standard of $38,500,000.00.
No solicitation will be posted to FedBizOpps. We will only issue a solicitation to PerkinElmer Informatics. PerkinElmer Informatics is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
