Sources Sought
This is not a request for either a quote or proposal. This announcement is considered market research in accordance with FAR Part 10. The purpose of this synopsis is to identify qualified companies capable of performance on a solicitation for the below listed NSN. NSN is being bought to drawings. Higher Level Quality Requirements with Contractor First Article Test required.
A dummy solicitation has been created for this market research effort for companies to be able to review the drawings. The dummy solicitation number is CM18250001.
To obtain the drawings, contractors must:
1. Access the cFolders direct at https://pcf1.bsm.dla.mil/cfolders/ not by linking off DIBBS.
2. Use the dummy RFP number referenced above when asked for the Solicitation or Contract number in the request for the drawings.
3. DLA has enhanced its Joint Certification Program (JCP) registration and validation procedures. Selected National Stock Numbers (NSNs) will require additional permissions to access the associated technical data. In the event a vendor cannot access the technical data for a NSN in DLA cFolders, the vendor must submit a onetime request to jcpvalidation@dla.mil for technical data access consideration. If a vendor has inquiries after having submitted required information to the JCP office, these inquiries are to be directed to DLAJ344DataCustodian@dla.mil.
DLA processes the vendor's technical data request on a first come, first served basis. Failure to comply timely with required information may result in lack of consideration for DLA solicitations. It is vitally important that vendors provide correct company official name(s) and contact information in all correspondence. DLA will work diligently on validating vendor requests. Vendors will be notified within 3 business days of when their requests were approved. However, DLA cannot guarantee that it can complete all validation requests by the due date for any solicitation responses.

Sources interested in proposing on this solicitation should complete the attached survey and return to the buyer at the following address: DLA Land & Maritime-ZBD, 3990 E. Broad Street, Columbus, OH 43218-3990; Email: Esther.Hayden@dla.mil. As this is only a request for information, companies may respond via email or hard copy.
Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Any information submitted is at the company's own expense. The Government will not reimburse respondents for any costs associated with submission of its response to the market survey. Any information provided is voluntary.
