Performance/Efficiency Audit
The Health Plan for Teachers and State Employees (hereinafter Plan)
is soliciting proposals through a competitive bidding process, from qualified companies to provide
independent, technical and consulting services for the purpose of assessing the effectiveness and
operational efficiency of the Plans administrative functions, which are primarily performed by
administrative services only vendors (hereinafter referred to as ASO) vendors under contract to
provide medical and pharmacy claims processing and related administrative services from July 1,
2005 through June 30, 2008, pursuant to Section 5(g) of Session Law 2009-16 (Senate Bill 287).
Third party administrative costs represent approximately 6% of the Plans total expenditures and
therefore the State wishes to assess the operational efficiency of these administrators.
